Speaking in the hall, delegate Nguyen Van Canh (Binh Dinh delegation) expressed his agreement with the draft law, especially preferential policies for vehicles using clean energy such as liquefied gas, natural gas, electricity, hydrogen, and synthetic biofuel.
Sharing the same viewpoint on the urgent amendment of the law, the delegate Cam Thi Man (Thanh Hoa Doan) agreed with the content of the Government's report and the verification report. She assessed that the amendment of the law is consistent with the development requirements, especially in the context of Vietnam is committing to strongly with sustainable development goals and green conversion.
Delegate Cam Thi Man proposed to clarify the role of the framework law, creating conditions for flexible integration of contents related to electricity saving, the use of renewable energy, non-rechargeable energy such as oil and gas, to effectively manage products consuming a lot of energy. This also aims to institutionalize Conclusion No. 76 of the Politburo on the development strategy of the oil and gas industry until 2035.
Regarding the subjects of application, she emphasized that the current law does not mention state agencies in the political system as an energy consuming subject. She suggested that it is necessary to clearly supplement the responsibility and obligation to use energy economically and efficiently for ministries, branches, and administrative agencies, because they are units that consume significantly of electricity and gasoline from the budget.
Notably, it is necessary to include the criterion of energy-saving and efficient use as one of the mandatory indicators in the socio-economic development plan of the country and locality. However, to avoid formality, it is necessary to clearly define the responsibility of the Government in providing detailed instructions on how to identify, measure and coordinate between ministries, branches and localities.
Regarding energy-saving and efficient use agreements, incentives are necessary for households and small businesses, but for key establishments, especially State agencies, it is necessary to have mandatory regulations.
