Consider and decide on subjects who must retire early, quit their jobs due to organizational arrangement, staff streamlining, restructuring, improving the quality of the team of cadres, civil servants, and public employees and resolving policies and regimes according to regulations, meeting the requirements of tasks.
From there, select cadres, civil servants, and public employees with outstanding abilities to have a promotion policy suitable for the new organizational structure.

Accordingly, the collective leadership of agencies and units in Can Tho will conduct a review and assessment of all cadres, civil servants and public employees under their management (except for positions managed by the Standing Committee of the City Party Committee) based on the results of performing tasks in the last 3 years according to the following criteria:
Criteria for evaluating moral qualities (no embezzlement, corruption, negativity, waste...), sense of responsibility (responsibility for work, dynamism, creativity...), awareness of discipline and order in performing tasks and public duties (compliance with the assignment of the organization, implementation of regulations...).
Criteria for evaluating professional and technical capacity; ability to meet requirements on progress, time, quality of performing tasks and public duties regularly and suddenly.
Criteria for evaluating results and work products associated with the functions and tasks of agencies, organizations and units that cadres, civil servants and public employees have achieved.
Criteria for innovation, creativity, daring to think, daring to do, daring to take responsibility for the common good and having outstanding achievements, bringing benefits to agencies, organizations and units.

On that basis, this guidance also has specific criteria to implement the arrangement and streamlining of those who meet the requirements of tasks according to job positions; those who basically meet the requirements of tasks according to job positions are allowed to retire early, quit their jobs (if there is a voluntary application for retirement); those who do not meet the requirements of tasks according to job positions must retire early, quit their jobs...
