On December 9, according to PV's research, Chairman of Cao Bang Provincial People's Committee Le Hai Hoa has just signed Decision No. 2081/QD-UBND on promulgating the trusted AI Framework applied in State agencies in the province.
This is considered a step to perfect the legal corridor, ensuring the safe, transparent and compulsory use of artificial intelligence, while promoting the effectiveness of administrative reform.
The trusted AI framework aims to support cadres, civil servants, and public employees in many tasks such as drafting documents, synthesizing information, editing, reviewing, translating, etc., thereby reducing the regular workload and improving the quality of service to the people.
This regulation also aims to prevent risks, limit data fraud, prevent technology abuse and protect personal data and internal data during AI operation.
The subjects of application include state administrative agencies under the province; a team of cadres, civil servants, public employees and workers using AI in public service activities; and organizations and enterprises providing and operating AI systems to serve state agencies.
In recent times, AI has been widely applied in administration, engineering, finance, healthcare, education, urban management... bringing many positive results.
However, uneven use leads to risks such as "AI vigilance", data deviation, lack of transparency in decision making or the risk of intellectual property violations when citing incomplete information.
Faced with the above issues, the Chairman of the Provincial People's Committee requested agencies and units to both effectively exploit technology and strictly control risks.
The head is responsible for the ultimate responsibility for the accuracy, safety and legality of all products, records and documents using AI.
The decision also requires agencies to arrange personnel with sufficient capacity to check and confirm the output results from AI before submitting to the competent authority.
At the same time, the use of AI must be integrated into working regulations and professional processes to ensure transparency, efficiency and compliance with regulations.
