The document aims to ensure the consistency and efficiency in the operations of these organizations, in accordance with the provisions of law.
Accordingly, the People's Committees of districts and cities are responsible for directing and guiding associations, social funds, and charity funds at district and commune levels to comply with the provisions of Official Dispatch No. 1911/BNV-TCPCP dated April 29 of the Ministry of Home Affairs.
For district-level associations and funds, Chairmen of District and City People's Committees must complete the dissolution or end operations before June 30.
For commune-level associations and funds, it is necessary to arrange, merge, merge or rename them to ensure synchronous operations with the new commune-level People's Committee from July 1.
Associations and funds must urgently resolve assets, finances, obligations (if any) and complete self-dissolve procedures according to regulations.
The content of the document also requires the People's Committees of districts and cities to report the results of the dissolution and merger to the Provincial People's Committee (through the Department of Home Affairs) before June 30, 2025.
In case of failure, the Provincial People's Committee will consider and resolve the issue and can handle the responsibility of the former Chairman of the District People's Committee.
The Department of Finance is assigned the responsibility of guiding the settlement of assets and public finance (if any). The Department of Home Affairs synthesizes reports and guides the settlement of regimes and policies for employees (if any).
The People's Committee of Cao Bang province is requiring localities to deploy work to ensure progress. During the implementation process, if any problems arise, it is necessary to promptly report to the Provincial People's Committee for consideration and resolution.
