On February 11, according to PV's investigation, Cao Bang Provincial People's Committee has just issued Directive No. 03/CT-UBND on improving the quality of construction investment management in the area.
The directive was issued in the context that construction investment activities still reveal many shortcomings, affecting the efficiency of capital use and the socio-economic development progress of the locality.
According to the Provincial People's Committee, construction investment work has achieved some positive results in the past time.
However, there is still a situation where the quality of surveys and project preparation is not guaranteed; construction progress is slow; supervision and acceptance are still formalistic; compliance with construction laws is not strict.
Some projects deteriorate rapidly, reducing investment efficiency, affecting capital disbursement and economic growth.
To overcome these limitations, the province sets a target for the 2026-2027 period to ensure that 100% of key projects are carefully prepared, minimizing the adjustment of investment policies due to subjective reasons.
Notably, from 2026, Cao Bang will be required to apply the construction information model (BIM) to grade II and above projects using public investment capital, state capital and projects in the form of public-private partnerships (PPP). The locality sees this as the key to managing efficiency in investment management.
The province also encourages expanding the application of BIM to other projects to improve the quality of design, construction and operation management.
The Directive also clearly assigns responsibilities to agencies and units. The Department of Construction is assigned to take the lead in monitoring, guiding and inspecting the implementation; building a database on contractor capacity; strengthening inspection and quality accreditation of works.
The Provincial Inspectorate needs to promote inspection work, promptly detect and handle violations and corruption in the field of construction investment.
People's Committees of communes and wards are responsible for strengthening construction order management in localities, disseminating laws and accelerating site clearance.
Investors must be fully responsible for quality, progress, disbursement; strictly control design, materials, labor safety and the application of BIM. Contractors and consulting units must ensure capacity, comply with contracts and closely coordinate with investors.
According to the request of the Chairman of the Provincial People's Committee, relevant units must implement a periodic quarterly and annual reporting regime to the Department of Construction.
The serious implementation of the Directive is expected to improve the efficiency of investment capital use, ensure the quality of works and create motivation to promote socio-economic development of Cao Bang province in the coming period.
