At the end of January 2026, Minister of Construction Tran Hong Minh requested the People's Committees of Cao Bang and Lang Son provinces to assign the Department of Construction to preside over and coordinate with the investor to develop a temporary traffic organization plan.
Along with that, localities consider allowing vehicles to travel on the two expressways Huu Nghi - Chi Lang and Dong Dang - Tra Linh during the Binh Ngo Lunar New Year 2026.
The proposal was made in the context of increasing demand for goods transportation between Vietnam and China at the end of the year, along with a sharp increase in the flow of people traveling.
It is predicted that national highways such as National Highway 1A, National Highway 4A, National Highway 4B through Lang Son and Cao Bang will be under great pressure, posing a potential risk of congestion.
The study of organizing temporary traffic on expressways is aimed at reducing the load on existing national highways, ensuring traffic safety and creating favorable conditions for people to return home for Tet.


However, specifically for the Dong Dang - Tra Linh expressway project, the temporary traffic plan for Tet cannot be implemented yet.
Talking to PV, Mr. Hoang Duc Tho - Director of the Project Management Board for Investment and Construction of Transport Works of Cao Bang province - said that the Dong Dang - Tra Linh expressway will not organize temporary traffic for vehicles during the Binh Ngo Tet holiday.
According to Mr. Tho, the project is still under construction, and the number of kilometers asphalted is not large. If vehicles are allowed to circulate when the infrastructure is not completed, it will potentially pose a risk of unsafety.
In case traffic volume increases suddenly, and long-term traffic jams occur on national highways, the locality will discuss with investors to calculate appropriate plans.
The Dong Dang - Tra Linh expressway is 121km long, divided into 2 phases with a total investment of nearly 23,000 billion VND. The starting point of the route is in the Tan Thanh border gate area (Lang Son), connecting to the Huu Nghi - Chi Lang expressway and Tan Thanh and Coc Nam border gates; the ending point is at the intersection into the Tra Linh border gate economic zone (Cao Bang).
In recent days, on the construction site, more than 3,000 officials, engineers, and workers along with over 1,400 machines and equipment have still maintained simultaneous construction in many directions. The production value reached more than 7,320 billion VND, equivalent to nearly 70% of the contract value.
According to the plan, the goal of completing and putting phase 1 of the project into operation in 2026 is being focused on by units to accelerate progress.

More than 2 years attached to the construction site, Mr. Pham Trieu Hai - a worker of Construction Investment Group 568 Joint Stock Company - said that in the days leading up to Tet, workers still maintain construction to ensure the set volume.
We hope the road will be completed soon so that travel from Cao Bang to Hanoi is more convenient. We are all trying our best to meet the schedule," Mr. Hai shared.
At the operating boards and contractors, Tet duty forces are still fully arranged. From the 4th day of Binh Ngo Tet, construction teams will simultaneously deploy, returning to the 3-shift 4-shift pace, striving to complete the project according to plan.
In the midst of the pre-spring period, the construction pace at the Dong Dang - Tra Linh expressway construction site is still urgent, showing the determination to soon put the strategic road into operation, creating motivation for socio-economic development for the northern border area.
