On the morning of September 6, under the influence of storm No. 3 , according to Lao Dong Newspaper reporters, the weather in Quang Binh began to rain heavily, without wind.
The Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Quang Binh province said that the People's Committee of Quang Binh province has just issued a dispatch on the deployment of emergency response to storm No. 3 (Yagi).
Accordingly, the People's Committee of Quang Binh province directed departments, branches and localities, based on the actual situation, to proactively postpone non-urgent meetings; organize serious on-duty shifts, closely monitor news and warnings about the storm's developments, promptly direct and deploy response work according to the "4 on-site" motto with the spirit of proactive prevention and response at the highest level.
Quang Binh province requires localities to absolutely not be subjective or negligent in order to ensure the safety of lives, especially children and vulnerable groups, and minimize damage to people's and State's property; be ready to deploy forces and vehicles to participate in rescue and promptly handle possible situations; regularly report to the Steering Committee for Natural Disaster Prevention and Search and Rescue and the Provincial Civil Defense Steering Committee through the Standing Office of the Steering Committee (Irrigation Sub-Department).
At the same time, check and review, proactively deploy measures to ensure safety for residential areas at risk of storms, storm surges in coastal areas, river mouths, areas at risk of deep flooding, landslides, aquaculture cages, watchtowers, and unsafe houses.
The Provincial Border Guard Command, the Department of Agriculture and Rural Development, the Quang Binh Maritime Port Authority, and the People's Committees of coastal districts, cities, and towns urgently review and count vessels operating at sea and at shelters, paying special attention to rafts and small boats.
Continue to announce the location, direction and development of the storm, resolutely requesting owners of vehicles and captains of ships and boats operating at sea not to enter or exit dangerous areas or return to safe shelters.
Localities provide guidance on anchoring boats and deploy work to ensure safety for people and vehicles at shelters, and prevent damage to boats due to collisions or explosions while anchoring.
Prepare plans to ensure the safety of works, dike systems, river mouth and coastal embankments, especially coastal works under construction (such as Quang Phuc and Nhat Le sea embankments, coastal road projects and Nhat Le 2 bridge...), proactively arrange forces, means and materials on site to respond when necessary.
According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on September 6, the center of the super typhoon was located at about 19.2 degrees North latitude; 112.7 degrees East longitude, in the northern sea area of the North East Sea, about 200km East Southeast of Hainan Island (China); about 620km Southeast of Quang Ninh.
