Parents who force their children to study too much will be fined up to 10 million VND

The Decree stipulates a fine of VND5 million to VND10 million for parents who force their children to study too much.

The Government has just issued Decree No. 282/2025/ND-CP regulating administrative sanctions in the fields of security, order, and social safety; prevention and control of social evils; prevention and control of domestic violence.

Forcing children to study too much is fined up to 10 million VND

For acts of forced, obstructive, isolating, imprisoning, and causing frequent psychological pressure on family members, the Decree stipulates a fine of VND 5 million to VND 10 million for one of the following acts:

- Preventing family members from meeting relatives, having legitimate, healthy social relationships or other behaviors to isolate, causing frequent psychological pressure;

- Discrimination in physical appearance, gender, and abilities of family members;

- Impedating the exercise of rights and obligations in family relationships between father, grandmother and grandchild or between father, mother and child or between husband and wife or between brother, sister and sister;

- Forcing family members to study too much.

Fines from 10 million VND to 20 million VND for one of the following acts: Forcing family members to witness violence against people and animals to occasionate frequent psychological pressure; forcing family members to listen to music, watch pictures, read content that stimulates violence.

The above fines are the fines applied to administrative violations by individuals. For organizations with the same violation, the fine is twice the fine for individuals.

Insulting the honor and dignity of a family member is subject to a fine of up to 20 million VND

For administrative violations of domestic violence prevention and control, the Decree stipulates that acts of torture, abuse, beating, threatening or other intentional acts that harm health or life are subject to a fine of up to 20 million VND.

For acts of abandoning, not caring; not raising or caring for family members who are pregnant women, women raising children under 36 months old, people with disabilities, the elderly, the elderly, people unable to take care of themselves; not educating family members who are children will also be fined up to 20 million VND

The Decree stipulates a fine of VND 5 million to VND 20 million for acts of insulting the honor and dignity of family members.

Failure to comply with regulations on permanent and temporary residence registration will be fined up to 1 million VND

For violations of regulations on registration and management of residence, the Decree stipulates a warning or a fine of VND 500,000 to VND 1 million for one of the following acts:

- Not complying with the provisions of law on permanent registration, temporary residence registration, cancellation of permanent residence registration, separation of households, adjustment of information about residence in the Residence Database or declaration of information about residence;

- Not complying with the provisions of law on accommodation notices and temporary absence declarations;

- Not presenting documents related to residence or residence information on the national identification application as required by inspection by competent authorities and individuals.

The above regulations take effect from December 15, 2025.
