According to initial information, the fire broke out at around 10pm on December 18 at a coffee shop on Pham Van Dong Street (near Hoa Binh Park). The fire flared up fiercely and then spread to a neighboring house.
"At that time, we saw many people screaming for help but could not approach because the fire spread very quickly, and even with a ladder we could not climb up," a witness shared.

According to the reporter's records at the scene, the burnt house was built in a tube shape, 4 floors high (including the attic), notably outside the 2nd and 3rd floors there were signs and steel frames blocking the view. The house is located right on Pham Van Dong street.
At the scene, dozens of fire trucks and dozens of ambulances were present.

At 00:25 on December 19, from the scene of the fire, the authorities approached and brought out about 5 victims.
Leaders of Hanoi city and Hanoi police were also present at the scene to direct rescue work.
After more than 1 hour, smoke was still smoldering from the burning house. Authorities continued to spray water to cool it down and search for victims.
Many curious people stood watching, and the authorities had to continuously disperse them.
