On January 5, Vice Chairman of the City People's Committee Vu Thu Ha signed and issued a plan on implementing the targets and tasks of social insurance and health insurance work in 2026 in Hanoi City.
According to the plan, the city sets a target: Health insurance coverage rate reaching 96.25% of the population; the number of people participating in compulsory social insurance reaching 49% of the labor force of working age; the number of people participating in voluntary social insurance reaching 4% of the labor force of working age; the number of people participating in unemployment insurance reaching 46.5% of the labor force of working age.
At the same time, drastically implement solutions to recover and reduce late payments of social insurance and health insurance; control health insurance medical examination and treatment costs; prevent and combat abuse and profiteering of health insurance funds; resolve and pay timely and fully social insurance and unemployment insurance regimes to ensure the rights of participants. Strictly manage the payment of short-term social insurance regimes, one-time allowances, unemployment insurance allowances; organize inspection and supervision, prevent fraud, abuse, and profiteering of funds; reform administrative procedures, apply information technology, and create favorable conditions for people and businesses to participate and enjoy social insurance, health insurance, and unemployment insurance regimes.
Along with that, implement key tasks and solutions: Organize propaganda, dissemination, and thorough understanding of guidelines, policies, and laws on social insurance and health insurance; innovate content, forms, and methods of information and propaganda to ensure practicality, focus, key points, diversity, flexibility, and suitability for each target group; mobilize people to participate in voluntary social insurance and household health insurance. Propagate and guide people to install and use the VssID - Digital Social Insurance application, the iHaNoi - Digital Capital Citizen application and submit social insurance and health insurance dossiers through the Public Service Portal.
Synchronously deploy groups of solutions to develop rapidly and sustainably social insurance, health insurance, and unemployment insurance participants.
Resolutely implement measures to overcome the situation of late payment and incomplete social insurance contributions to ensure the legitimate rights and interests of workers. Departments and branches: Inspectorate, Department of Home Affairs, Police, Tax, Social Insurance, relevant departments and branches and People's Committees of communes and wards regularly coordinate and exchange information on plans and inspection and examination subjects related to the field of social insurance and health insurance to avoid duplication and overlap when conducting inspections and examinations for businesses located in the City.
Deploy synchronous solutions to manage and effectively use the health insurance fund and the estimated health insurance medical examination and treatment costs assigned; have solutions to prevent the situation of abuse and profiteering of the health insurance fund.
The Department of Health directs and at the same time requests medical examination and treatment facilities: Strengthen the application of information technology, administrative reform in medical examination and treatment, improve the quality of medical examination and treatment, ensure the rights of health insurance medical examiners and treatment providers; provide full and timely medicines, chemicals, and medical supplies to serve medical examination and treatment work. Strictly implement the practice of thrift and combat wastefulness in prescribing the use of medicines, chemicals, medical equipment, paraclinical, inpatient treatment, treatment days, and medical services for patients.
Strictly manage the settlement and payment of social insurance regimes, one-time allowances, unemployment insurance regimes; regularly inspect, supervise, and prevent fraud and profiteering from the social insurance and unemployment insurance funds, ensuring the rights of participants and beneficiaries of social insurance and unemployment insurance regimes. Pay pensions and social insurance allowances monthly promptly and in accordance with regulations; strictly manage beneficiaries.
Promote comprehensive administrative reform and digital transformation of social insurance, health insurance, and unemployment insurance; interconnect and connect data to control, supervise, and prevent abuse and profiteering of social insurance, health insurance, and unemployment insurance funds.
The City Public Administration Service Center, Hanoi City Social Insurance coordinate to advise, answer, receive and return administrative procedure documents in the field of social insurance and health insurance according to regulations.
Hanoi City Social Insurance coordinates with the Department of Science and Technology, City Police, City Public Administration Service Center, departments, boards, and branches to implement tasks of developing science, technology, innovation and digital transformation in the fields of social insurance and health insurance; implement Project 06 of the Government; continue to guide participants to install and use the VssID application - Digital Social Insurance.
