In early 2024, the project to upgrade and expand National Highway 32, the section through Tay Dang town (old Ba Vi district, now Quang Oai commune) phase 1 was started.
The expanded section is 1.7km long. Up to now, the contractor is implementing the construction of a section of about 800m long, from Ba Vi Power Company to Lan Chi Supermarket, expected to be completed in 2025.

The remaining 900m section cannot be constructed synchronously due to many areas of land that have not been cleared.
Talking to Lao Dong about site clearance (GPMB) for the project to upgrade and expand National Highway 32 phase 1, a representative of the Quang Oai Commune Infrastructure - Investment Project Management Board said that there are currently more than 200 households whose land and GPMB are being reclaimed for the project.
However, many households said that the compensation level was low compared to the market price, so they did not cooperate to hand over the site. This is affecting the project's progress.
Currently, the local government has reported to the Hanoi Department of Construction to extend the project completion time to the end of 2026, 1 year later than the original plan.

Another traffic project in the city that is also facing obstacles in site clearance is the project to upgrade and renovate National Highway 6, Ba La - Xuan Mai section.
The project is 21.7km long through Ha Dong district (old) and Chuong My district (old), with a total investment of over VND9,590 billion, starting construction at the end of 2022.
According to statistics from the Hanoi Traffic Construction Investment Project Management Board (investor), in Chuong My district (old), about 51.46ha/85.4ha has been handed over, reaching a rate of 60% (mainly the public land and agricultural land areas on the entire route). However, the site for handover is unfinished, not connected to the route, and there are technical infrastructure works and architectural works that have not been moved. Residential land of some households has not been cleared.
The site clearance work in the wards of Yen Nghia, Kien Hung, Phu Luong, Duong Noi (in the old Ha Dong district) is all behind schedule and faces many difficulties, such as: Land records in the wards are not synchronous, many cases of border encroachment, land use rights disputes; old data has not been updated on the situation of separation...
In addition, there are households subject to land acquisition that have petitioned about the red line planning boundary, so they have not cooperated in investigating and declaring the counting.

Currently, the investor is actively coordinating with departments, communes and wards to remove obstacles in the site clearance stage.
The investor strives to complete the land acquisition and site clearance work by the second quarter of 2026 to hand over to contractors to complete the project in 2027.

In the city center, the project to build Ring Road 1 from Hoang Cau to Voi Phuc through three wards of O Cho Dua, Lang, Giang Vo and Lang recorded many positive changes in site clearance.
Thanks to good propaganda, mobilization work as well as ensuring benefits for compensation, support, and resettlement, most households have proactively moved their assets to hand over the site for the project.
However, there are still a few households that have not agreed to hand over the site. In Giang Vo ward, some households have not yet registered due to compensation for land acquisition policies, inheritance problems, and internal disputes.

Currently, local authorities are focusing on removing existing obstacles to speed up the project's progress.
According to Hanoi's direction, by December 15, the three wards of O Cho Dua, Giang Vo and Lang must complete the site clearance work for the construction of Ring Road 1 section Hoang Cau - Voi Phuc.
