On October 14, according to Lao Dong news source, regarding the administrative boundary overlap between Quang Nam and Kon Tum, which has caused more than 1,000 people to suffer, the Government recently directed Quang Nam to take responsibility for taking care of the lives of more than 1,000 people in the overlapping area, while Kon Tum invests in infrastructure to ensure the needs of the people.
As Lao Dong reported, over the past 33 years, more than 1,000 people (mostly Ca Dong people) have been living and working on land within the boundaries of Dak Nen commune (Kon Plong district, Kon Tum province) despite having registered residence in village 3, Tra Vinh commune, Nam Tra My district, Quang Nam province.
This overlap is the reason why localities cannot invest in essential infrastructure, making people's lives difficult and lacking in all aspects.
Up to now, in village 3, Tra Vinh commune, there are 238 households with 1,034 people, accounting for nearly 50% of the commune's population, but the poverty rate is up to 70%.
Mr. Le Van Dung - Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of Quang Nam province expressed his opinion that no matter where people live, authorities at all levels must be responsible for resolving problems so that people can suffer less and have less hardship.
Quang Nam province has reported to the Minister of Home Affairs and the Minister has promised to work with localities to resolve this issue in the near future - Quang Nam leaders informed.
Referendum
According to the People's Committee of Quang Nam province, the reason why Tra Vinh commune in Quang Nam province overlaps with Kon Tum is because during the process of constructing the administrative records and maps, the 204 Geodetic Enterprise under the General Department of Land Administration measured and drew the map using the method of transferring internal drawings in the room and did not conduct field inspection.
In addition, at the time of drawing the DHHC (1991), the measuring equipment was still rudimentary, with large errors, and the measurement results were not very accurate. Along with that, the cadres and civil servants in mountainous areas were still limited in qualifications and subjective in the work of checking and supervising the creation of records and maps. Therefore, after establishing the records and maps of the DHHC according to Directive 364, the DHHC lines did not match the reality of management, cultivation, and living in the locality.
Based on the wishes of the people in the overlapping area, Quang Nam has proposed to the Ministry of Home Affairs to adjust more than 3,001 hectares of area with 238 households living in Tra Vinh commune, belonging to Dak Nen commune, to Tra Vinh commune.
However, Kon Tum side said that saying that the administrative boundary overlaps is not true to reality. Because the administrative boundary of Kon Tum and Quang Nam was established in 1991. Since then, it has been confirmed by the commune, district and provincial authorities and has been used stably, without any disruption or change.
“If the area is changed, the authority is the National Assembly, and the authority of the National Assembly is the Ministry of Home Affairs, which will then propose to the Government for adjustment. But Kon Tum's viewpoint is to propose maintaining the status quo,” said Mr. Le Viet Nam, Deputy Director of Kon Tum's Department of Home Affairs.
Responding to the two localities, the Ministry of Home Affairs said that in the near future, the Ministry of Home Affairs will chair and organize a Central working delegation to work with the two localities, go to the areas where there are still overlaps, conduct surveys, and collect people's opinions as a basis for reporting to the relevant levels for consideration and decision.
