On May 6, speaking with a reporter from Lao Dong Newspaper, Mr. Doan Phuc Hanh - Director of the Project Management and Land Fund Development Board of Minh Hoa District (Quang Binh Province) - said that he is coordinating with local authorities to clarify the use of illegal land for the Phu Minh resettlement area project (Thuong Hoa Commune, Minh Hoa District).
According to Mr. Hanh, this unit is the investor and also carries out the task of supervising the project. However, during the process of the contractor leveling and issuing the land, it was not discovered that the use of land of unknown origin was not discovered.


The reason given by Mr. Hanh is that due to unfavorable weather during the days when the contractor took illegal land to dump into the project, the board did not take management and did not detect it in time.
According to Mr. Hanh, in the initial estimate, the source of fill soil was determined to be taken from the soil mine in Trung Hoa commune, not from the nearby production forest area.
Currently, the local government is suspending the exploitation unit and is in the process of checking the volume of soil dumped in the resettlement area. At the same time, Minh Hoa district is also inspecting the responsibilities of relevant units and individuals.
Previously, as Lao Dong Newspaper reported, the Phu Minh village resettlement area was planned to be allocated to about 12 households located next to the Ho Chi Minh route - illegal land exploitation is taking place openly and widely.
On April 24, reporters were present at the scene to record excavators continuously digging soil from a hill near a residential area and thenloading it onto trucks to transport it to the construction site. The process of "picking - transporting - pouring - leveling" takes place continuously from morning to afternoon, with dust flying everywhere, leaving a clear mark on the ground. Local people reported that every day, 3-4 trucks rotate to transport soil taken from the production forest to dump into the project.
Mr. Cao Xuan Son - a cadastral officer of Thuong Hoa commune - confirmed that there are currently no licensed mines in the area. The above exploitation area is the land of a household in Phu Minh village, registered for renovation to build a farm. However, in reality, the land was taken for the purpose of leveling the resettlement project.
The Phu Minh village resettlement project is invested by the Minh Hoa District Project Management and Land Fund Development Board. The construction unit is a joint venture of Huy Hoang Construction Materials Company Limited and Quyet Tien Construction Mechanical Company Limited - both headquartered in Quy Dat town, Minh Hoa district. The project has an area of about 0.8 hectares, expected to be completed and handed over the site on June 30, 2025.
