The letter was written in the context that Deputy Prime Minister Le Tien Chau, on June 5, had just directly arrived to inspect the progress of a number of multi-level boarding school construction projects in Cao Bang.
At the construction site, Deputy Prime Minister Le Tien Chau emphasized that the goal is to put the projects into use on schedule - before the 2026 - 2027 school year, in order to create better learning and living conditions for students in border areas, while contributing to improving the quality of education and narrowing the gap in learning conditions between regions.
From now until August 30, 2026, everyone must work together towards the goal of completing 11 schools on schedule, ensuring quality and safety.
In the letter just sent, Chairman of Cao Bang Provincial People's Committee Le Hai Hoa acknowledged that the campaign has entered the final sprint phase, but many projects are still behind schedule.
According to him, the important thing at this time is not to continue to raise difficulties or find more reasons, but to focus all resources to complete the set goals.

The head of the Provincial People's Committee requested contractors, design consultants, and direct supervision consultants to review all resources, prioritizing the best officials, the strongest teams, and the best equipment for border school projects.
He emphasized that this is not only a contract responsibility but also the honor and prestige of each unit participating in the project. "Not waiting. Not holding back. Not doing it in a normal pace," Mr. Hoa wrote.
According to Mr. Hoa, these are projects for children of ethnic minorities in border areas, contributing to the development of education, improving the quality of human resources and maintaining border sovereignty.
When the new school year begins, what people care about is not the number of meetings or reports that have been made, but whether schools have fulfilled their commitments to ensure that students can study in better conditions.

Previously, in May 2026, the head of Cao Bang Provincial People's Committee continuously issued two Official Dispatches No. 18/CD-UBND and 19/CD-CT to accelerate the project implementation progress in complex weather conditions.
According to the telegrams, the entire project is required to switch to the "urgent construction in the rainy season" state, taking advantage of favorable weather every hour and day.
The province established the Campaign Command Headquarters at the Provincial Investment and Construction Project Management Board, assigning Vice Chairman of the Provincial People's Committee Vu Dinh Quang to be the Commander, directly directing, coordinating and handling arising problems.
The Provincial People's Committee requests the implementation of the "6 clear" principle, including clear people, clear tasks, clear responsibilities, clear authority, clear time and clear products; and resolutely handle cases of delay due to subjective reasons.
Contractors are required to mobilize maximum manpower and equipment, organize continuous construction according to the "3 shifts, 4 crews" plan, develop a rainy season construction scenario and quickly restore production after heavy rains.
Along with that, police, military, electricity, medical and local authorities were mobilized to participate in supporting and ensuring the best conditions for the construction site.
In parallel with accelerating the construction progress, the province also requires synchronous preparation of teachers, facilities, and teaching equipment so that schools can be put into operation immediately after completion, without allowing the situation of schools being built but not yet able to operate to occur.
