On the afternoon of February 27, Central Party Committee member, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh chaired a conference on the implementation plan for investment projects to build Tu Lien Bridge, Tran Hung Dao Bridge, Ngoc Hoi Bridge and access roads at both ends of the bridge. Also attending were Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee Duong Duc Tuan.
Speed up progress, recommend specific mechanisms
Director of the Hanoi Department of Transport Nguyen Phi Thuong said that on February 25, 2025, the City People's Council approved the investment policy for the two projects of Tu Lien Bridge and Tran Hung Dao Bridge.
The Project Management Board proposed a plan: Tu Lien Bridge and the approach roads at both ends of the bridge to start construction before September 30, 2025, to be completed in April 2028.
Tran Hung Dao Bridge started construction at the same time, completed in April 2028. Ngoc Hoi Bridge is expected to start construction at the end of October 2025.
To speed up the progress, the Hanoi Department of Transport recommends that the investor soon implement the next steps. At the same time, propose a specific mechanism, in which the preparation, appraisal, and approval are carried out simultaneously; allow the appointment of bidding packages for consulting exceeding the limit.
Regarding site clearance, districts and towns are committed to handing over at least 50% of the site when starting construction and completing in the second quarter of 2026.

At the meeting, leaders of Long Bien, Tay Ho, Hoan Kiem, Thanh Tri districts reported on the progress of site clearance and proposed a focused mechanism to reduce procedures. Chairman of Dong Anh District People's Committee Nguyen Anh Dung said that the locality has completed the review of resettlement land funds, with 5 plots of land, each over 20 hectares.
Investors, including Vingroup, Pacific Construction Group, SunGroup Group, proposed to apply a special mechanism, appoint bids, and carry out site clearance immediately without waiting for procedures to be completed, shortening the time to ask for opinions from relevant parties. The enterprises committed to speeding up the progress if assigned to implement the project.
Vice Chairman of the City People's Committee Duong Duc Tuan said that Tu Lien Bridge and Ngoc Hoi Bridge will be implemented under the form of public investment EPC. Tran Hung Dao Bridge will study additional BT options to diversify capital sources.
Special missions must have special solutions
Speaking at the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed that starting construction of key bridge projects is an important "test" for Hanoi to achieve the growth target of 8% or more in 2025.
In the current context, with special situations, special tasks require special solutions. In principle, the city leaders are determined to start the construction of Tu Lien Bridge on May 19, 2025; start the construction of Tran Hung Dao Bridge in the spirit of following suit. Ngoc Hoi Bridge will start construction after the Prime Minister approves the investor", Chairman of Hanoi People's Committee Tran Sy Thanh emphasized.

The city will apply a bidding mechanism, similar to the urban railway project, with the spirit of proactively implementing, reporting to the Prime Minister and being responsible to the Central Government.
During site clearance, the Chairman of the City People's Committee requested departments and branches to ensure the rights of the people, not to let anyone suffer. The City People's Committee Office will soon issue a notice of conclusion, assigning specific tasks to each unit. The Department of Construction has made a detailed plan to ensure the start of the Tu Lien bridge on schedule.
Vice Chairman of the City People's Committee Duong Duc Tuan will chair a weekly meeting to review the progress. Every two weeks, the Chairman of the City People's Committee directly participates in the meeting to remove obstacles.
In addition to the three bridge projects, the City leaders proposed to add other key projects to the meeting plan, such as site clearance for Ring Road 4 - Capital Region, water supply for West Lake, renovation of To Lich River... Next week, the plan to improve the landscape of To Lich River will be submitted to the City leaders for consideration.
