On December 9, the People's Committee of Khanh Hoa province sent an official dispatch to departments, branches and sectors requesting proactive implementation of measures to respond to heavy rain, floods, inundation, flash floods and landslides.
According to the forecast, from the afternoon of December 9 to 10, Khanh Hoa will have moderate rain, some places will have heavy rain with thunderstorms. Total rainfall is generally 50 - 120mm/ods, many places may exceed 180mm. During thunderstorms, there is a risk of tornadoes, lightning and strong gusts of wind. The rain will gradually decrease from December 11.
On rivers and streams, a flood is forecast from the night of December 9 to 11, the flood peak will reach alert level 1 - 2, some rivers may exceed alert level 2. The risk of flash floods in mountainous areas, flooding in low-lying areas, and along rivers and streams continues to be high.
In this situation, Chairman of Khanh Hoa Provincial People's Committee Tran Phong has requested localities to closely monitor forecasts, provide complete and timely information to people; and mobilize resources to overcome the consequences of recent floods.
Shock forces must inspect and review residential areas along rivers and streams; low-lying areas; landslide risk points... to proactively evacuate people to safe places.
In case necessary, evacuation must be enforced to ensure the safety of life. The guard duty teams must be on duty 24/7, handling timely when unusual situations arise.
The People's Committees of communes, wards and special zones are required to arrange forces to control people and vehicles in areas at risk of deep flooding and landslides; prepare materials and means to ensure smooth traffic during heavy rain. People in low-lying areas are advised to raise their assets to reduce damage.
The Department of Agriculture and Environment is assigned to inspect and instruct water reservoir operators - including private reservoirs - to regulate appropriately according to the developments of floods, ensuring the safety of works and downstream areas.
The Provincial Military Command and the Provincial Police must review the forces, prepare rescue vehicles and ensure safety for the forces on duty.
The Department of Industry and Trade monitors the safety of hydropower dams, requiring power units to keep power sources stable, avoiding a repeat of widespread power outages like the previous flood.
Reservoir management units must operate and discharge according to the correct procedures, lowering water levels to welcome new floods.
Khanh Hoa Hydrometeorological Station continues to update developments of floods, landslides and provide timely information to authorities, authorities and people.
