Chairman of Ho Chi Minh City Nguyen Van Duoc talks about growth of over 10%

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc commented that the growth target of over 10% in 2025 is challenging but must be implemented.

On February 27, the Ho Chi Minh City People's Committee held a conference to summarize the patriotic emulation movement, reward work in 2024, launch the patriotic emulation movement in 2025 and announce the Administrative Reform Index (PAR Index), Digital Transformation Index (DTI), and Competitiveness Index at the department, branch, and local level (DDCI) in 2024.

Speaking at the conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc highly appreciated the results achieved in 2024, especially the emulation movements that have closely followed key political tasks, flexibly organized with many creative forms.

At the same time, administrative reform has made many progress, closely linked to digital transformation and the implementation of Project 06 of the Government.

However, in 2025, Ho Chi Minh City will have to face many major challenges. Mr. Nguyen Van Duoc requested departments, branches, sectors, People's Committees of districts, towns and Thu Duc City to take drastic action, launch special emulation campaigns, overcome difficulties to complete, and even exceed the set targets.

In particular, focusing on key tasks such as promoting public investment disbursement, developing the digital economy, green economy, circular economy, sharing economy and building digital government.

"Striving for a GRDP growth rate of over 10% is an extremely difficult and heavy task that cannot be done without, for the goal of developing the city and for the happiness of the people" - Chairman of the Ho Chi Minh City People's Committee emphasized.

At the conference, the Ho Chi Minh City People's Committee also announced important indicators to assess the effectiveness of government operations in 2024.

Regarding the Administrative Reform Index (PAR Index), Binh Tan District People's Committee leads in the district and county block, while the Ho Chi Minh City Export Processing and Industrial Zones Management Board (HEPZA) holds the highest position in the department, branch and sector. For the vertical sector, Ho Chi Minh City Police is the leading unit.

In the Digital Transformation Index (DTI), HEPZA leads the group of public service providers, while the Ho Chi Minh City People's Committee Office holds the number one position in the group of units that do not provide public services. In the vertical sector, Ho Chi Minh City Police continues to lead.

Meanwhile, the Department, Sector and Local Competitiveness Index (DDCI) has the most outstanding achievements in the department and branch sector, while Phu Nhuan district leads in the local sector. In the vertical sector, the State Bank of Vietnam, Ho Chi Minh City branch, achieved the highest position.

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested that in 2025, the city must implement breakthrough solutions to improve competitiveness.

The goal is to have Ho Chi Minh City in the top 5 localities leading the country in the provincial competitiveness index (PCI) and top 15 in the administrative reform index (PAR Index).

In addition, Mr. Nguyen Van Duoc also set a requirement to improve the quality of service for people and businesses. The rate of people satisfied with state administrative agencies must reach 95% or more, the rate of administrative procedures meeting the entire online public service must reach at least 80%.
