This information was emphasized by Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc at the Business Coffee program organized by the Ho Chi Minh City Business Association (HUBA) on March 8.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that in 2024, the city achieved many positive results, but there are still bottlenecks that need to be resolved. In particular, backlogged projects are likened to "blood stains", hindering overall development.
To promote growth, Ho Chi Minh City needs to unlock resources and create new driving forces.
One of the top priorities is to promote public investment, especially the development of transport infrastructure with the viewpoint of "communication" (advanced communication will promote economic development). Ho Chi Minh City also continues to remove obstacles in projects.

In addition, Ho Chi Minh City also aims to develop new resources such as the Can Gio transit port project, international financial center, digital transformation center, etc.
The city plans to form a multi-purpose high-tech center in Thu Duc City, focusing on AI, innovation and big data.
Mr. Nguyen Van Duoc emphasized that Ho Chi Minh City will transform from public administration thinking to service, taking people and businesses as the center. The business community is considered a development resource, contributing significantly to sustainable growth goals.
Recently, at a working session with the Ho Chi Minh City Department of Transport, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc also affirmed that traffic is the lifeline of the economy, with the viewpoint: "roads are well-off, the Avenue of greatness".
According to Mr. Nguyen Van Duoc, transport infrastructure not only helps connect but also opens up room for development, maximizing the resources of Ho Chi Minh City and the whole country.
Mr. Nguyen Van Duoc emphasized that the entire political system needs to put traffic as a key task, from direction to implementation, not to let congestion slow down the city's development progress.
The Chairman of the Ho Chi Minh City People's Committee requested that localities with traffic projects passing through must consider this as "honor and opportunity", not a burden. The more traffic projects pass, the happier it is, there should be no complaints.

To realize this goal, Mr. Nguyen Van Duoc requested to speed up site clearance to avoid the situation of the project being delayed due to land problems.
The Department of Natural Resources and Environment of Ho Chi Minh City is assigned the responsibility of removing difficulties and guiding localities to thoroughly handle land issues. Along with that, the financial sector must prioritize timely capital allocation, not letting the project "wait" due to lack of funding.
The Chairman of the Ho Chi Minh City People's Committee also frankly pointed out the hesitant and passive mentality of some officials when implementing work. "The legal regulations are clear, the practice has proven it, but we are still waiting for opinions, instructions, waiting for this or that agency" - Mr. Nguyen Van Duoc commented.
Mr. Nguyen Van Duoc requested that when advising the Ho Chi Minh City People's Committee, units must proactively propose solutions instead of just submitting and waiting for instructions. Procedures need to be implemented flexibly, can be implemented in parallel to save time, instead of following the mindset of "one thing must wait for another".
"Cadres must have a spirit of self-reliance and self-strengthening, making the most of the regulations to remove obstacles, and cannot be passive forever" - Mr. Nguyen Van Duoc said.
