Accordingly, one of the important new points is that the Chairman of the People's Committee at the commune level is delegated the authority to decide on a series of personnel issues at the local level.
Specifically, including transfer, reception, secondment, appointment, reappointment, extension of tenure; decision on resignation, dismissal, rotation, discipline, termination of employment, retirement.
At the same time, implement the salary regime and other regimes and policies for commune-level cadres and civil servants (except for positions under the management of the Provincial Party Committee Standing Committee).
In addition, the Chairman of the People's Committee at the commune level also has the right to send civil servants for training and fostering to improve their professional qualifications, leadership standards, department-level management and equivalent.
At the provincial level, the Provincial People's Committee and the Chairman of the Provincial People's Committee still have the right to decide on major issues such as issuing a recruitment and training plan, approving a job position plan, civil servant rank structure, as well as appointing, dismissing and implementing regimes and policies for positions under the management of the Provincial Party Committee Standing Committee.
The Department of Home Affairs is assigned the role of consulting, appraising and inspecting, ensuring that the decentralization of management is implemented synchronously and in accordance with legal regulations.
The new regulation emphasizes the principle of ensuring the unified leadership of the Party in managing the organization of the apparatus, staffing and cadres, civil servants and public employees.
