Deputy Minister of Transport Nguyen Danh Huy affirmed: Domestic and foreign training have been taken into account when implementing the North-South high-speed railway project.
To meet the project implementation requirements, the human resource training program is determined to be implemented in 3 types of training (domestic training, foreign training, combined domestic and foreign training) with 4 levels of qualifications (technical workers, engineers, masters, doctors) for 5 subjects (state management agencies, project management units, operating units, training facilities, research facilities).
In addition to the personnel trained with project funds as prescribed (project management, operation and exploitation), the proposal to allocate funds from the project to train state management agencies, improve the qualifications of lecturers, grant scholarships to students in specific majors, and build shared laboratories for training, research and development is also implemented.
According to calculations, project management training needs 700 - 1,000 personnel; Consulting units need to train 1,000 - 1,300 personnel; Operation and exploitation units need up to 13,800 personnel; Construction contractors, facilities, industrial complexes for construction, manufacturing, production of materials and components according to the project implementation roadmap need about 220,000 personnel.
On that basis, the Ministry of Transport has assigned units to develop separate projects on human resource training along with the project plan. Some human resources will be trained early (right after the project is approved for investment) to study the type, investment technology, and project management.
According to a report by the Ministry of Transport, the North-South high-speed railway project is expected to employ about 180,000 people for construction, about 13,880 people for operation and exploitation, about 700 people working in management agencies and about 1,200 consulting engineers.
Personnel serving project management and exploitation operations have been trained and identified in the project according to regulations and proposed specific policies to allocate about 88 million USD from the project budget to train state management agencies (about 8 million USD); improve the qualifications of teaching staff (about 4 million USD); grant scholarships to students in specific majors such as metallurgy, mechanical engineering, electronics - telecommunications, automation, artificial intelligence... (about 36 million USD); build shared laboratories for training and research and development (about 40 million USD).
It can be said that the North-South high-speed railway project will create a new and attractive working environment for many workers, especially young workers with a passion for creativity.
After a long period of research, the Ministry of Transport has finalized the investment proposal for the North-South high-speed railway project as follows:
High-speed railway with a design speed of 350km/h; length of about 1,541km; double track, 1,435mm gauge, electrified; total investment of about 67.34 billion USD.
The project will be submitted to the National Assembly for approval of investment policy at the 8th Session in October 2024.
Bidding to select international consultants, conducting surveys, preparing a Feasibility Study Report in 2025-2026; implementing site clearance, bidding to select contractors and starting construction at the end of 2027.
Strive to complete construction of the entire route by 2035.
