Suits are rampant
"Not until now, but the situation of prolonged land litigation and complaints in Phu Quoc has been hot in both quantity and complexity," said Mr. Ngo Minh Tri - Vice Chairman of Phu Quoc Special Zone People's Committee.
There are many reasons for this situation, such as: the land price here is always very high, so it is easy to lead to disputes, lawsuits... Meanwhile, the work of handling unfinished litigation and complaints has created a huge gap in litigation. For the same problem, a case and even if no new evidence is provided, or new evidence is not legally strong enough, the complaint is still made many times, many times.

"In many cases, even though Phu Quoc National Park has fully responded, affirming that there is no basis to resolve land use cases after the establishment of the National Park (based on the Forestry Law, Land Law), households continue to have long-standing petitions and complaints," Mr. Dang Minh Hy - Director of the Center for Ecotourism and Biosphere Rescue, Phu Quoc National Park - was upset.
There are many reasons for this problem, especially the very high land price in Phu Quoc, but the important thing is that they know for sure: if they complain, they will benefit, but if they do not complain, they will not be handled. This is the fertile land for "brokers" to launch tricks, which is the reason for the widespread litigation.

Need for a screening mechanism
The existence of complaints has been prolonged despite all, not only causing unnecessary waste of money and effort for the people, but also affecting the management and stabilization of the work of competent authorities, including Phu Quoc National Park.
Regarding this problem, an expert (requested not to be named) said that in order for Phu Quoc Special Zone to develop sustainably without being harassed by "tortured" scammers, a harmonious mechanism is needed at many levels, creating a balance between development benefits and people's rights.
Accordingly, the Phu Quoc Special Zone government needs to continue to ensure that the legitimate rights of people (land use rights, compensation, resettlement) are not violated when implementing the interests of the State (management, planning) and enterprises (investment). The dispute settlement mechanism continues to be implemented transparently, quickly, in accordance with the law and easily accessible to the people.

According to Mr. Ngo Minh Tri - Vice Chairman of Phu Quoc Special Zone People's Committee - there needs to be a filter to ensure the people's right to freedom of complaint, but also boldly reject cases lacking new facilities...
"Request to centralise the number of invoices from the lawsuit. In which, the National Information Portal must be open and avoid the situation of submitting an application to the locality when there is no new factor, causing overload and prolonging the incident," Mr. Tri proposed.
From the perspective of people who regularly approach and sympathize with the losses of people's money, Mr. Dang Minh Hyce advised people not to participate in complaints and denunciations when there is no new legal basis. Because this not only wastes their time and money but also creates opportunities for bad guys to disrupt security and order and distort State agencies.
In addition, many experts also suggested that the authorities need to coordinate closely to promptly detect and criminally handle expats, scammers, impersonators, etc., thereby creating strong deterrence and restoring legal order.
We believe that if we can soon finalize an effective solution, Phu Quoc will handle the long-term dispute, thereby restoring people's trust, creating a premise for the journey to become a stable Special Zone, to focus on comprehensive development. Moreover, this will suggest to localities to move forward to nurture the launching pad: The rule of law state is the people for the people.
Nearly 8,000 resettlement plots
Resettlement (TDC) is an important part to ensure the legitimate interests of people whose land is recovered. Phu Quoc is implementing 4 resettlement areas, including: Cua Can, Ho Suoi Lon, Ham Ninh, An Thoi with about 7,900 plots. This is enough to ensure the implementation of projects in the area, as well as serve socio-economic development goals. Resettlement conditions are implemented according to Decision 27 of the People's Committee of Kien Giang province (before the merger).
"In case a household has residential land, residential land certificate, over 150m2, 2 resettlement plots will be arranged. In case there are many people living together in the same house, eligible for separation, they will be assigned a resettlement plot with land use fees", said Mr. Ngo Minh Tri - Vice Chairman of Phu Quoc Special Zone People's Committee.
