In a high place, for many years now, people in lot 113 Le Loi street (Nam Dong Ha ward, Quang Tri province) have lived in a state of flooding every time there is heavy rain.
Ms. Le Thi Tu (81 years old) said she is used to the scene of water flooding into her house, causing damage. Every time it rains heavily, the couple has to climb up the floating hall to avoid the water, and the furniture in the house has been damaged many times. Not only Ms. Tu, households in the 131 block and near the drainage area of Phan Dinh Phung Secondary School also often suffer from flooding.
To handle this situation, in June 2022, the People's Committee of Dong Ha city (old) approved the drainage system project in Phan Dinh Phung Secondary School and Quarter 2, with a total investment of 56.2 billion VND. The project includes a sewer line about 1 km long, with an implementation period of 2022-2024, then the progress was adjusted to the end of 2025.
Mr. Thai Vinh Hai - Director of the Dong Ha Ward Investment and Construction Project Management Board said that the Le Loi Bridge construction package has been completed and put into use since August 1, 2025. For the drainage package, the contractor has constructed 902 m, 21 intake holes and 7 entrance gates, reaching 93% of the contract value. However, the project is "stuck" because the last section of the 30-meter long route from Le Loi Bridge to the railway bridge has not been cleared.

According to the Land Fund Development Center of Dong Ha Ward, the project affected 41 cases, only one household had not agreed to the compensation plan, Mr. L.D.M, residing in Nam Dong Ha Ward. Mr. M said that the area of 123 m2 is located in 144 m2 of residential land that has been granted a land use right certificate, so when it is recovered, compensation must be paid.
However, the Center affirmed that this area is river and stream land managed by the ward. The overlap occurred from the process of transferring land for many generations, causing Mr. M to incorrectly determine the location of the land plot. According to regulations, Mr. M is only supported with assets on the land, without compensation for land.
Mr. Pham Van An - Deputy Director of the Dong Ha Ward Land Fund Development Center, said that the compensation plan has been made public. Mr. An emphasized that the project is of special importance in collecting, regulating the flow, and reducing flooding for hundreds of households. If this household continues to disagree, the unit will implement the steps according to regulations.
