HCMC - The project to expand Luong Dinh Cua Street (Thu Duc City) with an investment capital of 826 billion VND has been implemented for 9 years, but the completion date has not yet been determined.

Luong Dinh Cua Street is a vital route connecting the eastern gateway of Ho Chi Minh City, which has been upgraded since 2015 with a 30m wide expansion, stretching 2.5km from Tran Nao Street to An Phu intersection. However, after many delays, the project is still unfinished.

Recorded on the afternoon of November 5, at a section of about 200m towards Tran Nao intersection, Luong Dinh Cua street appeared many sharp bends due to land clearance and construction "bunkers".

In particular, the 600-meter-long Luong Dinh Cua section from Nguyen Hoang to An Phu intersection has only been constructed on 1/3 of the right-hand road width, leading to frequent traffic congestion, as this is the connection point with major traffic axes such as Mai Chi Tho, Ho Chi Minh City - Long Thanh - Dau Giay Expressway and Nguyen Thi Dinh Street.

The main reason for the delay of the project is due to problems in site clearance. In particular, the section from Nguyen Hoang Street to An Phu intersection has about 22,000m2 of land overlapping with the An Phu Development Urban Area project invested by Thu Thiem Real Estate Joint Stock Company.

In this area, there are 64 affected households that need compensation, but due to the lack of consensus on responsibilities among relevant units, construction has been stalled for many years.

The 22,000m2 area also overlaps with the An Phu intersection construction project - a key project of the city - expected to be completed by the end of 2025, to reduce traffic congestion in the eastern area of Ho Chi Minh City. The problem of compensation has affected the progress of this entire project.

To resolve the difficulties, the Department of Natural Resources and Environment of Ho Chi Minh City has proposed that the People's Committee of Ho Chi Minh City send a document to the Prime Minister to report on adjusting the land area down by 22,000 square meters.

The Management Board of Traffic Construction Investment Projects of Ho Chi Minh City will be assigned to add about 10,054m2 to the compensation plan of the An Phu intersection project, carry out compensation, support and resettlement work according to regulations.

Thu Thiem Real Estate Joint Stock Company and related units will have to repay compensation costs and continue to invest in completing technical infrastructure as required.

Thu Duc City People's Committee will review and renovate the remaining area of about 11,958m2 to develop residential areas, in order to facilitate project construction and improve the quality of life for people in the area.

However, the proposal of the Department of Natural Resources and Environment has not yet been approved by the Ho Chi Minh City People's Committee. Therefore, the project to expand Luong Dinh Cua Street is still in a deadlock and the completion date has not been determined.
