On the morning of February 28, Hanoi City Police organized the announcement of decisions on reorganizing and streamlining the apparatus, mobilizing officers in the context of no longer organizing district-level police. At the same time, the unit will merge the Security Police Department and the Mobile Police Regiment into the Mobile Police Department.
At the conference, the City Police announced the decision of the Minister of Public Security on the dissolution of the District, Town and City Police. Accordingly, 30 district-level police and affiliated organizations (except for police stations) were dissolved. The City Police also announced and handed over decisions on personnel mobilization, while implementing a new organizational model in the direction of streamlining and efficiency.
Despite streamlining the apparatus, Hanoi City Police do not reduce their functions and tasks but also receive four additional tasks from departments and branches under the City People's Committee, including:
State management of drug addiction treatment and post-drug addiction treatment.
State management of criminal records, issuance of Judicial Records.
Examining and granting a Road Motor Driving License.
State management of network information safety and security.
Speaking at the conference, Lieutenant General Nguyen Hai Trung - Director of the City Police Department requested that heads of units and newly transferred and assigned leaders, commanders, officers and soldiers be quickly stabilized in organization and operation.
At the same time, immediately start performing assigned tasks, ensuring continuous implementation of tasks, without interruption or affecting the work of ensuring security and order in the capital;
Strengthen unity, consensus, solidarity and cohesion within the unit; uphold a sense of responsibility and exemplary work, overcome all difficulties and challenges, and excellently complete all assigned tasks.
The Director of the City Police also requested units to urgently perfect the Party organization and Party committees according to the new organizational model; based on the Ministry's instructions, advise and propose leaders of the Hanoi City Police in the work of transferring tasks between the Department and the Commune-level Police according to 3 contents on work - cadres (people) - finance, assets;
Strengthen monitoring, grasping the situation, inspecting and supervising the organization and implementation of tasks for each field of the work of the force system for the commune-level police to promptly detect difficulties, obstacles, problems, limitations and propose measures to rectify and remove them.
