Delegate Hoang Van Thang (Yen Khanh) reported that currently in Yen Khanh district, there are 2 industrial clusters, Khanh Nhac cluster and Yen Ninh cluster, managed by the Department of Industry and Trade. Both of these industrial clusters have not yet received infrastructure investment, therefore, the works serving common activities such as the operator house, isolated trees or waste transfer area, industrial wastewater treatment area, internal traffic roads are currently not available, leading to environmental control and unsafe traffic. The question raised by Delegate Thang is how to solve the above situation, especially ensuring the environment.
Responding, Mr. Duong Duc Dang - Director of the Department of Industry and Trade of Ninh Binh province said that Khanh Nhac and Yen Ninh industrial clusters were previously managed and invested by the People's Committee of Yen Khanh district, then handed over to the Center for Industrial Promotion, Trade Promotion and Development of Ninh Binh Industrial Clusters under the Department of Industry and Trade for management.
Khanh Nhac Industrial Cluster with an area of 37.1 hectares, formed before 2015, currently has 2 projects of 2 enterprises operating with the stated area of 22.4 hectares, 2 projects have 6,151 workers.
Regarding existing problems such as not having a centralized wastewater treatment area according to regulations, which poses a potential risk of environmental pollution, Mr. Duong Duc Dang affirmed that the contents that delegate Hoang Van Thang reflected were true.

According to Mr. Duong Duc Dang, according to the provisions of the Law on Environmental Protection 2020, when enterprises operate in industrial clusters, they must have full conditions for centralized and synchronous wastewater treatment.
However, Mr. Duong Duc Dang said that because Khanh Nhac industrial cluster was formed before 2015, and based on the actual situation and legal regulations, each project must prepare an environmental impact assessment report. Therefore, the two units are operating in accordance with regulations.

Another issue that delegates are concerned about is that currently, some secondary investors have invested in industrial parks but are facing many difficulties, leading to investments not being as guaranteed as registered.
To solve the above situation, some investors have restructured production, applying to add some industries to stabilize and develop; however, when re-registering, they encountered difficulties because the industrial cluster infrastructure investors have not been approved to add more industries.
Delegate Pham Thi My Tho (Tam Diep) questioned the Director of the Department of Industry and Trade and provincial management agencies about whether they have any solutions to remove difficulties for businesses.
Responding to this issue, Mr. Duong Duc Dang - Director of the Department of Industry and Trade said that industrial parks and clusters have been approved for specific planning with different functions, so it is impossible to convert or add new industries.

In a supplementary response, Mr. Nguyen Cao Son - Vice Chairman of Ninh Binh Provincial People's Committee also said that the province has approved the functions and tasks for each industrial park and cluster for easy management, so it is difficult to change or add new industries.
To illustrate, Mr. Nguyen Cao Son used the image "if it is planned to be a garden house, it cannot be divided into lots, if it is planned to be divided into lots, it cannot be built into a garden house" and "It is impossible to let a perfume producer sit next to a fish sauce producer".
Responding to Lao Dong Newspaper after the meeting, some voters expressed concerns about the responses of the Director of the Department of Industry and Trade and provincial leaders.
Opinions say that such an answer is not reasonable, only from a management perspective without seeing, sympathizing and truly accompanying and solving difficulties with businesses.
"Vice Chairman Nguyen Cao Son used the image of "producing perfume next to a fish sauce producer" which is too exaggerated because if a business requests adjustments, it must be suitable to the nature of each industrial park or cluster. No one would propose such an impossible thing," said a business.
Regarding the issue of wastewater treatment at Khanh Nhac Industrial Park, many voters also expressed concern because in the end they did not know how the authorities would handle it because according to the answer of the Director of the Department of Industry and Trade, the lack of a wastewater treatment system was "not in accordance with the law" but also "in accordance with the law" which was very confusing.
