Voters complain again about the Thot Not bypass connecting to the expressway

On October 25, the Ministry of Transport responded to Can Tho voters about capital allocation for the Thot Not bypass route with the Lo Te - Rach Soi expressway.

Can Tho voters recommend that the Ministry of Transport promptly propose to allocate capital to implement the Thot Not bypass connecting route with Lo Te - Rach Soi expressway with a length of 5.3km (in Thot Not district, Can Tho city) to ensure project synchronization and reduce traffic pressure on National Highway 91 and National Highway 80 through Thot Not district.

Voters expressed that local voters have repeatedly petitioned the Ministry of Transport on this issue, but so far there has been no plan to allocate capital to implement it.

Responding to this issue, the Ministry of Transport said: The project connecting National Highway 91 and the Long Xuyen city bypass (Project) was initially proposed by the Ministry with a total length of about 23.56km (including the Thot Not bypass connecting route with Lo Te - Rach Soi expressway), a grade III delta road, with a total proposed investment of 151.79 million USD using a loan from the Asian Development Bank (ADB).

However, due to insufficient capital to invest in the project as initially proposed, according to ADB's opinion, the Prime Minister approved the investment policy of the Project but did not include the section connecting through Thot Not district.

The project started construction in January 2022 and will be put into operation in June 2024.

The Ministry of Transport agrees with the proposal of Can Tho city voters on the necessity of investing in the section connecting the Thot Not bypass with the Lo Te - Rach Soi expressway to meet transportation needs and support local socio-economic development. However, due to resource constraints, it has not been possible to allocate capital to invest in the section in the 2021 - 2025 period.

The Ministry of Transport acknowledges the voters' recommendations. In the process of developing a medium-term public investment plan for the 2026-2030 period, based on the ability to balance resources and the principles of capital allocation according to regulations, the Ministry will report to competent authorities for early consideration of investment in this route.
