Efforts in the place where "a rooster crows three countries and listens together"
Sin Thau commune, Dien Bien province is a border commune established on the basis of merging 3 old communes (sin Thau, Sen Thuong and Leng Su Sin).
Sin Thau has an intersection of the extreme western border of the country - A Pa Chai (Vietnam, Laos and China). This is a place known as "a crow in 3 countries listens together".

It is the commune with the largest natural area in Dien Bien province (over 50,000 hectares) and is about 230 km from the provincial administrative center.
Although the new government apparatus still faces many difficulties, the service efficiency has been clearly demonstrated for more than 6,100 people of the commune.

Present at the Sin Thau Commune Public Administration Service Center, Mr. Sinh A Sinh (32 years old, Suoi Voi village) could not hide his satisfaction.
"I came to make a birth certificate for my child at 8:30 a.m., and about 20 minutes later, the procedures were complete. The staff's instructions were very enthusiastic and quick" - Mr. Sinh said.

It is known that after only 3 weeks of operation, the Center has received and processed more than 50 administrative procedures, of which nearly 40 procedures were resolved online. This is a remarkable effort of the border commune.
Although smooth at the one-stop department, the working conditions of the team of cadres, civil servants and public employees still face many difficulties.
Currently, the commune has to take advantage of the cultural house, temporarily divided into 7 offices, each room has 6-8 staff. Meetings of over 25 people must gather thanks to the school's multi-purpose gymnasium.

Currently, the commune does not have official housing, while there are no houses for rent in the surrounding area. More than 60 staff have to travel 18-28 km/day to work, with a lunch break at the office.
Talking to Lao Dong, Mr. Dang Thanh Huy - Secretary of the Party Committee of Sin Thau commune said that when the new commune was established, the facilities were still facing many difficulties.
However, with the spirit of solidarity and determination, the collective leadership and cadres of the commune have been overcoming the situation, determined to operate the apparatus smoothly and effectively.
"Leaving" empty seats to serve the people
In the border commune of Nam Ke (merged from the old Nam Ke and Pa My communes), the area has a very high rate of poor and near-poor households, accounting for over 71%. After the merger, the total number of cadres and part-time workers in the commune will increase to 86.
Nam Ke commune also arranged a cultural house to work for civil servants and public employees of the Department of Culture and the General Service Center. A wooden house to work for the union.

Mr. Nguyen Tien Thanh - Chairman of Nam Ke Commune People's Committee said that there is a shortage of facilities and equipment for commune activities, especially the office for cadres, civil servants and public employees. However, the commune also takes advantage of every room it can to work, even though the working space is quite narrow.
Concerns about public housing are also a difficult problem when it has not been built yet. Most cadres have to rent houses and stay with other people... not ensuring long-term living and working conditions.
However, the activities of the commune government, especially at the Public Administration Service Center, were not interrupted.

Mr. Thao A Nhat - Center expert said: "On average, the Center processes over 20 records of all kinds each day. All procedures are guaranteed to be in accordance with regulations and time, not allowing people to travel many times".
Mr. Nguyen Tien Thanh also affirmed: "Despite many initial difficulties, the Party Committee and the commune government have proactively proposed timely solutions to ensure work. The commune has upgraded the Public Administration Service Center, arranged staff to support the people to the maximum extent".
