Race against time
Identifying that slow-progressing public investment projects are wasteful, the Provincial Party Committee and People's Committee of Bac Lieu province have organized many working delegations to directly go to the grassroots, survey, conduct field inspections and listen to investors and construction units report on the implementation of key projects.
Bac Lieu province also established a Working Group to promptly handle and remove difficulties and obstacles in the project implementation process, in order to speed up construction progress, especially site clearance (GPMB).
By the end of October 2024, only over VND 1,818 billion had been implemented, reaching 49.77% of the plan. Of which, disbursement of local budget capital reached 50.71% and central budget support capital reached 47.46%.
To speed up the capital disbursement process, investors and People's Committees of districts, towns and cities are urgently implementing public investment projects, ensuring complete dossiers and compliance with legal regulations. At the same time, directing construction units to focus resources, human resources, machinery and equipment, speeding up the construction progress according to signed contracts.
Identifying site clearance as the weakest link, Bac Lieu province requested the investor to coordinate with the locality to remove difficulties to have land to implement the project.
Mass capital transfer projects
In order to avoid wasting allocated capital that cannot be implemented, Bac Lieu province has decided to transfer capital to a series of public investment projects. Resolutely cut and adjust capital for slow-progressing works and projects to projects that can be completed.
Previously, on November 15, the Bac Lieu Provincial People's Council passed a resolution to reduce more than VND22 billion for 5 project categories from the centralized capital construction investment source; reduce VND97 billion for 10 project categories from the lottery source. This amount will be allocated to other projects that are eligible for disbursement this year.
For example, a reduction of nearly 10 billion VND for the project of displaying interiors of the general museum in blocks B and C (in the 3-conical hat theater). This project was allocated capital of up to more than 75 billion VND in Decision No. 1455/QD-UBND dated September 4, 2020, the reason for the reduction in demand was due to volume reduction.
Reduce 20 billion VND for the project to build the inpatient treatment area of Bac Lieu General Hospital, phase 3; reduce 12 billion VND for the project to build Vo Thi Sau Secondary School, Dong Hai district, the reason is that the contractor selection is being organized so the allocated capital cannot be disbursed...
Bac Lieu province also adjusted the increase for projects that are likely to be completed; added more capital so that projects and works can be disbursed on schedule. Of which, an additional 500 million VND for the urban beautification project to welcome the Lunar New Year of At Ty in 2025 has been recorded as 14 billion 776 million VND in the budget because this project is likely to be disbursed.
