Expanding beneficiaries of additional income
The Da Nang City People's Council meeting at the end of 2025 will take place from tomorrow (December 10), and will consider and propose to issue regulations on paying additional income to cadres, civil servants and public employees in the area.
This policy is built in the spirit of encouragement, recording commensurate work results, and specifying specific mechanisms according to Resolution 136/2024/QH15.

According to Submission No. 262 dated December 2, 2025, the City People's Committee proposed that the City People's Council add a group of cadres, civil servants, and public employees who are transferred and assigned to work at Associations assigned by the Party and the State to enjoy additional income. This is a group of subjects that was not previously considered, although it is holding many key positions in the political system.
With this addition, the draft resolution identifies 3 groups of beneficiaries, estimated at about 54,556 people. A representative of the Department of Home Affairs said that this expansion "ensures fairness in payment, accurately reflecting the contributions of the team directly performing political tasks at the Associations".
The City People's Committee believes that the additional income policy helps improve life, creating motivation for cadres, civil servants, and public employees to "focus on work and stay long-term". Payment according to job position and task completion results "in accordance with the ability to balance the budget and the requirements of improving labor productivity".


Notably, taking into account comments from the grassroots, the draft adds a coefficient of 0.1 for the task completion group. Previously, the draft only spent on two groups of good completion and excellent completion.
An officer of the Department of Home Affairs shared that in reality, there are still many civil servants who are fully capable of performing their duties but it is difficult to achieve the "good" level. The addition of a coefficient of 0.1 demonstrates humanity and encourages real efforts.
Dual goals: Maintain people, maintain quality of the apparatus
According to the proposal, the expected income increase from 2026 is regulated at 3 levels: Completing the task excellently is entitled to an income increase coefficient of 0.5 times salary/person/month; Completing the task well: 0.3 times salary/person/month; Completing the task: 0.1 times salary/person/month.
Additional income is paid quarterly, based on the results of the assessment and classification of the quality of cadres, civil servants and public employees. The minimum expected expenditure is 1.5 million VND/person/month for those who have completed their tasks well or better and 500,000 VND/person/month for those who have completed their tasks. In case the cadre concurrently holds many positions, he/she will only receive the highest title.

The total additional income expenditure for 2026 is expected to be more than VND 1,956 billion and for the entire period from 2026-2028, it is expected to be more than VND 7,614 billion.
According to the City People's Committee and the Department of Home Affairs, Da Nang's income increase policy is aimed at 3 goals: Increasing income, stabilizing life, retaining competent people in the apparatus; Encouraging work efficiency, creating motivation for administrative reform and better serving people; Ensuring discipline, transparency, payment according to assessment and classification are implemented according to competent regulations.
