On April 25, the National Assembly Delegation of Da Nang City had a meeting with voters in Hai Chau, Thanh Khe and Lien Chieu districts. At the meeting, the issue of regimes and policies for part-time workers at the commune and ward levels when they end their activities was of interest to many voters.
In particular, Ms. Nguyen Thi Ai Ly - a voter of Hoa Minh ward, Lien Chieu district - expressed her agreement with the policy of innovating and streamlining the apparatus but also expressed concerns about the support regime for part-time workers. Ms. Ly believes that the distinction between elected and unelected people in the support policy is unreasonable.
According to Decree 29, the support period is calculated according to the remaining term, leading to a situation where those who have contributed for many years but have moved to the elected position for a short term will be disadvantaged. Many people have spent 10-20 years of their youth volunteering, now facing the risk of having to quit their jobs, having difficulty finding a new job due to their old age.
Ms. Ly suggested that there should be a policy to support employment, prioritizing recruitment for part-time workers in enterprises and public service units in the area. At the same time, clarify support policies when part-time workers return to residential areas and residential groups so that they have a basis to choose the appropriate wishes.
Sharing with the aspirations of voters, Da Nang City Party Committee Secretary Nguyen Van Quang acknowledged, appreciated and appreciated the contributions of part-time forces, especially in Covid-19 pandemic. Mr. Quang affirmed that the city leader always acknowledged the role of this force, which is an important bridge between the government and the people. However, according to the new policy, this force will no longer be in the state administrative apparatus, the task will be assigned to specialized civil servants.
Mr. Quang said that Da Nang has more than 900 non-professional workers, while this number in Quang Nam is 3-4 times larger. The city is proposing and recommending to the Ministry of Home Affairs and the Government on support mechanisms and policies.
At the same time, directing the People's Council of Da Nang and Quang Nam to discuss and build a general mechanism, ensuring fairness between the two localities. The spirit is to review, evaluate and consider the aspirations of each cadre to have an appropriate arrangement. Mr. Quang also emphasized that the arrangement, arrangement and reuse of this force must be based on each individual's capacity and aspiration assessment.
