Da Nang extends riverbank erosion control project until 2025

Due to slow progress in site clearance, the investor of the Yen River embankment project in Da Nang City has requested an extension of the construction period.

The People's Committee of Da Nang City has just approved an investment project to build an emergency anti-erosion embankment at a key location on the rivers of Hoa Vang district with a total investment of 250 billion VND in early September.

The project will be implemented in 2022 - 2025 to build a number of embankment sections at vulnerable locations with high risk of landslides on Yen River, Tuy Loan River and Vinh Dien River to prevent riverbank landslides, protect land, assets, and infrastructure systems of the State and people.

However, according to the Management Board of Investment Projects for Construction of Agricultural Works and Rural Development in Da Nang, the compensation plan of the People's Committee of Da Nang City for the emergency embankment project to prevent landslides on the Yen River bank (section from the downstream of An Trach Dam - Yen River Bridge - Cam Le River junction) was completed in the second quarter of 2024, but has not been completed yet.

One of the reasons is that the large number of compensation records, the project stretches across 3 communes of Hoa Vang district, affecting the work of compensation implementation, receiving people to mobilize land handover of the Council for Land Clearance, support and resettlement.

The work of separating and merging land plots during the clearance process resulted in an increase in the number of compensation records compared to the original plan, so the site clearance work could not be completed as planned.

Up to now, the handed-over site is not continuous and due to the special nature of the embankment construction, the construction must ensure the designed length to lock the embankment head to prevent erosion of the embankment line after the construction is completed, so the actual construction volume is less than the actual handed-over site ratio.

Therefore, the construction package of the emergency anti-erosion embankment on Yen river bank (section from downstream of An Trach dam - Yen river bridge - Cam Le river junction) cannot be completed within the expected completion time of 540 days according to the contract.

In addition, the time of completion of site clearance is also the time when the annual flood season is about to begin, so construction must be temporarily suspended during this time.

The Project Management Board has requested the Department of Planning and Investment of Da Nang City to consider reporting to the People's Committee of Da Nang City to agree in principle to allow an extension of the completion time of the Construction Package of the Emergency Anti-Landslide Embankment on the Yen River Bank (section from the downstream of An Trach Dam - Yen River Bridge - Cam Le River junction) to August 3, 2025.
