At the same time, strengthen the responsibility to seriously and effectively implement the directives of the City People's Committee and documents of the Government, the Supreme People's Court Council of Judges, and the Ministry of Agriculture and Rural Development on tasks and solutions to combat IUU fishing.
For the People's Committees of districts that manage fishing vessels, it is necessary to organize a general review and classification of the fleet with the largest length from 6m to under 12m (make a list of fishing vessels bought, sold, transferred, not yet transferred, changed owners; fishing vessels still operating or no longer operating, deregistered, fishing vessels operating in other provinces...) to ensure a clear understanding of the current situation and strict management.
The City People's Committee requested the City Border Guard Command to direct Border Guard Stations and Border Control Stations to continue to coordinate with the Fisheries Sub-Department and the People's Committees of wards to urgently and thoroughly handle fishing vessels in the management area that do not meet the conditions for fishing activities.
In November 2024, a peak period was organized to simultaneously deploy forces to patrol, inspect, and control fishing vessels that do not meet the conditions for participating in illegal fishing activities to ensure deterrence and raise fishermen's awareness of compliance with fisheries laws.
Organize strict and serious inspection and control of fishing vessels entering and leaving ports, and entering and leaving ports at coastal border posts/stations; ensure that all fishing vessels entering and leaving ports, entering and leaving ports must have full documents, registration numbers, and fishing vessel markings according to regulations.
Note, 100% of IUU fishing violations will be punished. In case of recidivism or serious violations, it will be considered for handling according to Resolution No. 04/2024/NQ-HDTP of the Supreme People's Court Council of Judges.
Share data, control fishing vessel activities entering and leaving ports. Coordinate to review, investigate, verify, and thoroughly handle IUU fishing activities since the 4th inspection; Regularly direct and inspect the implementation of anti-IUU fishing tasks. Strictly handle organizations and individuals who allow fishing vessels violating IUU fishing to enter and exit ports to participate in fishing activities, and who assist and condone fishing vessel owners and captains in violating IUU fishing.
