On July 19, information from the Dak Lak Provincial Department of Finance said that after the merger with Phu Yen, the province's total public investment plan for 2025 is allocated nearly VND15,000 billion.
Of which, the central budget accounts for more than VND 7,600 billion, the rest is the local budget.
As of early July 2025, more than VND 12,000 billion has been allocated to projects. However, the disbursement value has only reached about VND 3,700 billion, equivalent to 30.4% of the plan.
Currently, many key transport projects in the province are behind schedule and disbursement has not met requirements.
In particular, it is necessary to mention that component project 3 of Khanh Hoa - Buon Ma Thuot Expressway Phase 1 has only implemented 58.06% of the contract value, 27.96% behind schedule.
The Ho Chi Minh Road project, the eastern bypass of Buon Ma Thuot city, is also stuck with 0.113km of un handed-over site. The drainage system in ditch No. 2 is still stuck for about 120m because the two households have not yet handed over the site.
Vice Chairman of Dak Lak Provincial People's Committee, Mr. Truong Cong Thai, assessed that many projects are behind schedule due to difficulties in site clearance, investment procedures, capital disbursement and construction capacity of some contractors.
To ensure the disbursement progress in 2025, the Provincial People's Committee requested units to coordinate to remove difficulties, strengthen on-site inspections, and strictly handle cases of lack of responsibility.
Contractors are required to focus on human resources, vehicles, overtime, and work a full day off if necessary to compensate for progress. Investors must update progress and promptly report arising difficulties for guidance on resolution.
The Dak Lak Provincial People's Committee will prioritize capital for key projects that can be completed early, and adjust the capital plan to suit reality. At the same time, strictly inspect the responsibilities of cadres and civil servants during the implementation process and strictly handle negative cases, harassment, and slow progress.
