Ensuring electricity for double-digit economic growth target in the coming period

In recent years, the economic growth rate in our country has always been maintained at a high level compared to countries in the region and in the world, along with that, the demand for energy in general and electricity demand in particular has also increased rapidly.

Resolution of the 14th Party Congress sets a target of economic growth in the period 2026-2030 from 10%/year or more. Providing sufficient electricity for socio-economic development plays an extremely important role.

Under the direction and administration efforts of the Government and departments, ministries, branches, and localities, we have basically ensured sufficient electricity and energy supply for the country's economic development in the past period, however, our country's energy industry still has many limitations, the goal of ensuring national energy security still faces many challenges, domestic supply sources are not sufficient to meet requirements, and the proportion of primary energy to be imported is increasing.

Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security to 2030, vision to 2045 has identified the importance of the energy sector for socio-economic development, ensuring national defense and security, social security, setting out the goal of firmly ensuring national energy security, synchronously developing energy types, prioritizing renewable energy, new energy and gradually reducing dependence on fossil fuels to meet energy needs for socio-economic development with increasingly improved quality.

The effective implementation of energy and electricity development solutions in the coming period plays an important role in ensuring double-digit economic growth targets.

In the past time, the Ministry of Industry and Trade has advised on the content and reported to the Prime Minister to submit to the National Assembly for promulgation the amended Electricity Law (November 2024), the Government and the Ministry of Industry and Trade to promulgate sub-law documents to complete important policies for the field of renewable energy, especially offshore wind power, so that it can conveniently implement renewable energy projects in the coming time.

In addition, the Ministry of Industry and Trade has actively coordinated with ministries, branches, and localities to implement the development of the Project on Adjusting Power Plan VIII with the goal of focusing on and prioritizing strongly promoting the use of green and clean energy sources, minimizing environmental impacts, and gradually minimizing adverse impacts on climate change with the view of maximizing the country's potential and advantages for energy development, in order to improve autonomy in providing sufficient electricity for socio-economic development and people's living needs in the upcoming accelerated development phase, meeting the goal of double-digit economic growth.

To ensure the security of electricity supply to Vietnam, meet commitments to reduce greenhouse gas emissions, respond to climate change, develop renewable energy, especially wind power, solar power is an inevitable direction, suitable to Vietnam's potential strengths and world development trends, Resolution No. 70-NQ/TW, which emphasized: "Urgently remove difficulties and obstacles, accelerate the progress of implementing key energy projects, especially power source and transmission grid projects"; Develop a synchronous transmission grid system with power source development, capable of integrating large-scale renewable and new energy sources".

On that basis, the Ministry of Industry and Trade has advised the Government to submit to the National Assembly for promulgation Resolution No. 253/2025/QH15 on mechanisms and policies for national energy development in the period 2026-2030 to remove institutional bottlenecks in the past period, build mechanisms and policies to promote the development of power projects, and ensure energy security in the period 2026-2030.

In the coming time, the Ministry of Industry and Trade will continue to study, review and amend a number of articles of the Electricity Law and issue detailed guiding documents to institutionalize new and important Party policies in Resolution No. 70-NQ/TW expected to be submitted to the National Assembly for promulgation in 2026. In parallel, the Ministry of Industry and Trade will coordinate with other ministries and sectors to continue to review and improve relevant legal regulations such as the Investment Law, the Construction Law, the Land Law, the Planning Law... to ensure synchronization for the development of power projects in general and power grid projects in particular.

To effectively implement the set goals and meet the growth needs to serve the socio-economic development of the country, we need to implement a number of important solutions, including:

(1) Continue to improve mechanisms and policies to create a transparent corridor in the deployment and implementation of power projects.

(2) Regularly urge localities to support and create conditions for investors to implement projects in the area, ensuring the set progress.

(3) Diversify capital sources, forms of capital mobilization (bank credit capital, aid capital, stock market, ...), effectively attract domestic and foreign capital sources; encourage economic sectors to participate in investing in the electricity industry.

With synchronous solutions from the legal framework in electricity development and project investment deployment, I believe that investors will have enough legal framework to implement power projects in general, and renewable energy projects in particular to realize the sustainable energy development strategy of Vietnam.
