According to the Provincial People's Committee, this is a group A project, with the goal of concretizing the Kien Giang Provincial Planning (before the merger) for the period 2021-2030, with a vision to 2050 approved by the Prime Minister and approved for adjustment; the General Planning of Phu Quoc City (before the merger) to 2040 has been approved by the Prime Minister and approved for local adjustment.
Invest in the construction of a complete and synchronous APEC Conference Center Project, including: Technical infrastructure system and works serving meetings, parties, exhibitions, performances and other important activities during the APEC 2027 Conference, contributing to the success of the APEC 2027 Conference, promoting local socio-economic development and elevating the country's position.
After a period of service for the APEC Conference, the project will be a venue for many modern cultural, artistic, sports, entertainment, exhibition programs... Accordingly, to ensure the continuity of the project, priority is given to investors who are selected for investment and construction to continue exploitation and operation.
The arrangement of functional areas at works in the project ensures easy use or conversion of functions for use after the APEC 2027 Summit Week. Effectively exploiting the potential and advantages of local counterpart land funds. Invest in developing the project in harmony with nature, protecting the environment towards sustainable development.
The project scale is expected to be about 16.06 hectares. Items: Conference and Exhibition Center has 3 floors above ground and 1 basement, accommodating a minimum of 6,500 seats; Multi-purpose Theater has 6 floors above ground and 1 basement, about 4,000 seats; APEC Park; Technical infrastructure system including transportation system, energy supply system (electricity level), public lighting system, communication system ( telecommunications technical infrastructure), water supply and drainage system, solid waste management system, public sanitation system and other technical infrastructure systems.
The construction progress of the project and infrastructure system is expected to be from the fourth quarter of 2025 to the second quarter of 2027. At the time of completing the payment, hand over the counterpart land fund to the Investor and settle the contract according to the Construction - Transfer Contract (BT Contract). Expected type of PPP project contract.
The total preliminary investment is about VND 21,860 billion (excluding interest expenses). Capital structure: Investors arrange 100% of the total investment (equivalent to about VND 21,860 billion).
The Provincial People's Committee shall select investors in accordance with current regulations. Approving and implementing the project in accordance with the provisions of the Law on Investment under the public-private partnership method and relevant laws; organizing the implementation of architectural exams in accordance with the provisions of the law on architecture.
