At the end of 2024, Quang Ninh province will pilot the establishment of a One-level Public Administration Service Center, under the People's Committee of Quang Ninh province, according to Resolution 238/NQ-HDND dated December 6, 2024.
However, from July 1, 2025, when implementing the two-level local government model, 13 branches of the district-level PVHCC Center have stopped operating, and at the same time established 54 PVHCC Centers in communes, wards, and special zones.
According to the arrangement, 54 commune-level PVHCC Centers are under the Quang Ninh Provincial Public Administration Service Center.
Based on the assessment of the advantages and disadvantages of the Quang Ninh Provincial Public Administration Service Center system, the Provincial People's Committee proposed that the Provincial People's Council officially terminate the pilot of the One-level PVHCC Center under the Provincial People's Committee.
According to the new plan, the Provincial PVHCC Center will become an administrative organization under the Provincial People's Committee Office, while the Commune-level PVHCC Center will be under the Commune-level People's Committee.
It is expected that the Resolution on terminating the pilot establishment of a one-level Public Administration Service Center under the People's Committee of Quang Ninh province will be submitted at the 34th Session (regular session at the end of 2025) of the 14th Provincial People's Council, term 2021 - 2026, taking place from December 15 to 17, 2025.
