From the night of May 23, the Hanoi Department of Construction organized barriers and traffic diversion on many central streets to serve the construction of a project to prevent localized flooding for some points in the inner city area.
Construction items are being implemented on Quang Trung, Ly Thuong Kiet, Quan Su, Trang Thi, Hai Ba Trung routes and the Phan Chu Trinh - Ham Long intersection area.
According to the announcement of the Hanoi Department of Construction, on the Quang Trung route, the construction unit organizes fixed barriers for the section from Quang Trung - Tho Nhuom intersection to Quang Trung - Hai Ba Trung (within the boundary of Hai Ba Trung street to Tho Nhuom intersection) for 24/24h construction, implementation time from May 23 to the end of June 15, 2026.
At the Quang Trung - Tran Nhan Tong intersection, functional forces organized fixed barriers at the center of the intersection, leaving a width of about 10m so that vehicles from Quang Trung could turn left into Tran Nhan Tong in the direction of Ba Trieu.
At the same time, mobile barriers combined with signs and regulating forces will be arranged in the Tran Nhan Tong - Nguyen Dinh Chieu area to guide vehicles from Tran Nhan Tong (Ba Trieu direction upwards) to only turn left into Nguyen Dinh Chieu; vehicles from Nguyen Dinh Chieu are prohibited from turning left into Tran Nhan Tong to avoid entering the construction area.
At the Quang Trung - Nguyen Du intersection, the construction unit organized a fixed barrier at the center of the intersection, only allowing vehicles to circulate in one direction from Nguyen Du turning right into Quang Trung in the direction of Tran Nhan Tong.
The locations Quang Trung - Nguyen Gia Thieu, Quang Trung - Ba Trieu, Tran Binh Trong - Nguyen Du and Tran Nhan Tong - Tran Binh Trong are arranged with mobile barriers combined with signs and regulating forces to limit vehicles passing through the construction area.
For the Quang Trung - Trang Thi intersection, the construction unit organizes fixed barriers at the center of the intersection but still ensures enough one lane on Trang Thi street for vehicles to go straight or turn right. Vehicles from Trang Thi are prohibited from turning left into Quang Trung and the opposite direction from Quang Trung is also prohibited from turning left into Trang Thi.

At the Phan Chu Trinh - Ham Long - Han Thuyen - Lo Duc - Le Van Huu intersection, the construction unit organizes fixed barriers in the central area of the intersection. At the same time, adjust the one-way traffic organization for cars on Le Van Huu street in the direction of Thi Sach; prohibit cars from Thi Sach turning right onto Le Van Huu.
On Ly Thuong Kiet, Quan Su, Trang Thi and Hai Ba Trung streets, the construction unit organized mobile barriers in a rolling manner (from 8 pm to 5 am the next morning) to construct a box culvert system to prevent flooding.
Accordingly, on Ly Thuong Kiet street, the construction scope is from Ly Thuong Kiet - Phan Boi Chau intersection to Ly Thuong Kiet - Quang Trung intersection. On Quan Su street, the construction scope includes the section from Quan Su - Ly Thuong Kiet to Quan Su - Hai Ba Trung and the section from Quan Su - Hai Ba Trung to Quan Su - Trang Thi.
On Trang Thi street, the construction area from Quan Su - Trang Thi intersection to in front of the gate of the Central Hospital of Odonto-Stomatology. On Hai Ba Trung street, the construction area from Hai Ba Trung - Quan Su intersection to in front of house number 76 Hai Ba Trung.
According to the traffic organization plan, these routes are constructed in a rolling manner at night, after each construction phase, the construction unit must restore the road surface to the rough paving layer at the current elevation before deploying the next segment to ensure traffic safety.

Regarding the traffic diversion plan, the Traffic Police Department of Hanoi City Police said that the unit has proactively coordinated in traffic regulation in construction areas.
For intersections with barriers, the traffic light system will be switched to yellow flash mode to warn and require vehicle drivers to pay attention to observation when traveling through the area (period from May 23 - May 29, 2026).
Functional forces recommend that people when passing through construction areas need to reduce speed, comply with the traffic sign system and instructions of the regulating force to ensure safety and limit traffic congestion.
