Regarding the prolonged power outage after the flood at Ecohome Nhon Binh Social Housing Apartment Building (Quy Nhon Dong Ward, Gia Lai), on December 7, the leader of Gia Lai Power Company said that in recent days, the electrical engineering team has come to the apartment to support the restoration of the power system but received a lack of cooperation from the apartment management unit.
The Electricity industry has sent forces to the scene, and urged the apartment management unit to deploy remedial measures to turn off the power as soon as possible. However, the progress is still very slow.

"We have requested the apartment management unit to speed up the progress, working day and night to reconnect the power system for residents," said the leader of Gia Lai Power Company.
According to the leader of Gia Lai Power Company, the power company's staff is always ready to support, consult, and conduct measurements and experiments during the repair process. However, to do this, the apartment management unit must coordinate and hand over the necessary site and materials.

"Such an incident at this apartment building has been encountered by many units before, but they handled it very quickly, about 3 days and it was over. We really want to re-power the residents soon, even the technicians have come down to the stand to provide support, but it is not clear where the building is stuck but the progress is very slow," said the leader of Gia Lai Power Company.
The leader of Gia Lai Power Company added that, according to the direction of the Provincial People's Committee, the power system connection for the building must be completed on the morning of December 9. However, this depends entirely on the repair progress of the apartment management unit, because the outside power source is ready, just waiting for the repair to be completed to connect.

"The Provincial People's Committee requires Ecohome Nhon Binh Social Housing Apartment to energize and report before December 9. If the apartment management unit still does not coordinate to implement, the Electricity industry will report to the Provincial People's Committee for direction on handling", informed the leader of Gia Lai Power Company.
The leader of Gia Lai Power Company said that the delay in overcoming the situation, allowing residents to live with prolonged power outages, shows the irresponsibility of the apartment management unit. "Seeing people upset about the power outage, we were also very impatient," he said.

As Lao Dong reported, nearly half a month after the historic flood in mid-November, the lives of many residents at Ecohome Nhon Binh Social Housing Apartment were seriously disrupted when the situation of power outages and water shortages continued, but the recovery was slow.
Up to now, domestic water has been restored but flows "very little", just enough for temporary use; elevators are pulled to operate but only partially. The domestic electricity is still turned off, and the time of re-essence is unknown.

Faced with this situation, Mr. Pham Tuan Anh - Head of the Management Board of Ecohome Nhon Binh Social Housing Apartment - said that the power system has not yet been restored. The connection of the power system must go through many steps such as spraying, drying, and testing the entire transformer station. Only when the Electricity authority confirms safety is it allowed to repair and connect, so it takes a lot of time.
Explaining the delay in the repair, Mr. Tuan Anh said that the Management Board is only allowed to decide to spend less than 50 million VND from the maintenance fund. After-flood recovery items with greater value must be approved by over 50% of residents, which takes a lot of time.
Mr. Le Nguyen Thanh Danh - Director of Ecohome Nhon Binh Social Housing Apartment - said that the entire 2 flooded buildings have been handed over to the Board of Directors in 2024, including the maintenance fund, so they are no longer the responsibility of the investor. Currently, these buildings have also expired.
According to Mr. Danh, this incident was an force majeure situation due to natural disasters - under the exclusion clause. The restoration of household electricity depends on the experimental results of Gia Lai Power Company and the progress of the repair unit.
