In recent years, Cho Moi district (Bac Kan) has been an attractive destination for many large-scale resources in the agricultural sector with a total capital of hundreds of billions of VND.
However, after about a decade, many agricultural models here have not been able to be effective, causing resources to be buried, and land to not be exploited to the full potential.
At the Cao Ky commune seedling farm (Cho Moi), located next to National Highway 3, this is a project of the Bac Kan province's seedless orange, tangerine and pink variety production project in the period of 2011 - 2015 invested by the Bac Kan Crop Seed Center, with a total capital of nearly 14 billion VND.
The facility is designed on an area of over 9,000m2 with an irrigation system and a tree planting tank, with a design capacity to supply 1.3 million seedlings per year.

In 2017, Bac Kan province handed over the nursery to the provincial Agricultural Extension Center for management, however, it operated for a short time and then was abandoned.
After that, Cao Ky farm was "borrowed" by a private unit to produce seedlings but continued to be abandoned.
Up to now, many items such as greenhouses, water tanks, and construction tree planting systems have shown signs of deterioration and rust and are not in use. Grass grows all around the path.
On May 21, speaking with a reporter from Lao Dong Newspaper, Mr. Dong Phuc Toan - Chairman of Cao Ky Commune People's Committee confirmed that the project is still abandoned and has not been handed over to any unit.
"The project has now been handed over to the district for management and is still not being left like that. Previously, there were also plans to convert the function to a school, but there is no specific plan," the commune leader added.
Not far away is the investment project to build a Center for gene Conservation and Development of Mong Cattle Breed in Quang Chu Commune (Cho Moi) which is also in a state of disrepair.
According to PV's records in mid-May 2025, the project now consists of piles of broken bricks and broken concrete lying around. The foundation of the building's leaky land has been demolished.
Some remaining works are also abandoned and in a state of disrepair with long cracks running along the walls and damaged ceilings.
Around, weeds grow wildly, covering the path, sneaking through each crack on the concrete foundation. The desolate, desolate scene, leaving only traces of a project worth hundreds of billions of VND that was once highly anticipated.


The project has a total capital of 136 billion VND, invested by Vietnam Mong Cattle Investment and Development Joint Stock Company, approved for investment in 2017, and was expected to be completed in the fourth quarter of 2020. The scale of the investment project is to preserve genes and breed and develop Mong cattle with a scale of 300 breeding cows, 30 purebred male cows, and fatten 1,000 commercial cows/month.
However, after nearly 6 years of implementation, only a few small items have been completed. The actual number of breeding cows in 2023 is only 25 with weak physical condition.
Previously, Mr. Luc Van Cuong - Chairman of the People's Committee of Quang Chu commune said that due to ineffective progress, the investment project to build a Center for gene Conservation and Development of Mong cattle breed was revoked and terminated in November 2024.
