To ensure traffic safety and order for people and vehicles participating in traffic at intersections with traffic light systems on National Highway 1, the Department of Construction requests the People's Committees of communes and wards to direct functional units to inspect, promptly fix, and promptly operate the traffic light system at the intersection on National Highway 1, under the management and maintenance responsibility of localities.
Mobilize and arrange functional forces to coordinate with traffic police forces to organize traffic regulation to ensure traffic safety in case of incidents, damage or unstable operations.
Organize the placement of warning signs for damaged light clusters on the locally managed road connecting to National Highway 1.

The Department of Construction also requested the Road Management Office II.1 to organize a review, inspection, and have a plan to ensure traffic safety, and put up warning signs for damaged light clusters ( placed on the routes managed by the unit).
The Traffic Police Department of the Provincial Police Department arranges forces, coordinates with local functional units, organizes traffic regulation to ensure traffic safety at intersections with traffic lights that are damaged, damaged or do not operate stably, especially during rush hours; increases patrols, control, and handling of violations at intersections.

The report of the Ha Tinh Department of Construction said that the impact of storms No. 5, No. 6, No. 10 and heavy rains over a wide area in recent times has caused damage, congestion, and disconnection of traffic lights on many routes.
There are 65 traffic light clusters in the whole province (out of a total of 115 light clusters) affected and damaged by rain and storms.

The Ha Tinh Department of Construction has proposed allocating a budget of 11.5 billion VND to repair and restore damaged, broken, unstable traffic lights and disconnections.
