Da Phuoc landfill operator speaks out about changing the time frame for receiving waste

HCMC - After 1 week of officially receiving garbage at night, the Da Phuoc landfill operator said the operation was going smoothly.

On December 8, speaking with Lao Dong, Vietnam Waste Treatment Company Limited (VWS) - the unit operating Da Phuoc landfill - said that it had just sent a report to the Ho Chi Minh City People's Committee and the Department of Agriculture and Environment, confirming that the information that the city was passive and faced difficulties due to the adjustment of waste receiving time at the Da Phuoc Waste Treatment Complex (Da Phuoc landfill) from December 1 was "not complete".

According to VWS, during the preparation process to adjust the time to receive waste at night (from 6pm the previous day to 6am the next day), the company has proactively notified in many documents, closely coordinating with authorities to ensure that the city's garbage collection and transportation activities are not affected.

VWS said that in the initial phase of cooperation, the amount of waste delivered by the city to the complex was less than 4,000 tons/day, so the unit only operated for 12 hours/day. When the volume increased to more than 5,000 tons/day, the complex was overtime, operating continuously 24/24 hours to avoid congestion and help garbage trucks rotate around 2-3 trips/day.

However, since the beginning of 2025, the amount of waste delivered has decreased to about 4,000 tons/day, while the complex still has to operate day and night, causing operating costs to increase and become less effective. Therefore, VWS was forced to adjust the receipt time down.

The company affirmed that the adjustment of the receipt time is a clear roadmap, and has notified the Ho Chi Minh City People's Committee and the Department of Agriculture and Environment in advance from May 2025 so that units can prepare appropriate plans.

On August 14, the Department of Agriculture and Environment sent a document continuing to request an extension until October 1. Responding to this document, on August 15, VWS issued document 25179 agreeing to extend and prolong the operating period 24/24 to early December 2025, instead of October as proposed by the Department. The purpose is to support the city in completing administrative procedures, rearranging personnel and stabilizing collection and transportation activities during the process of merging administrative units.

VWS said that from December 1st is the official time to apply night-time waste receiving until now, the operation at the Complex has been stable, without any incidents or affecting the city's waste transportation process.

At the same time, VWS Company affirmed that it is always ready to support and coordinate with Ho Chi Minh City and the Department of Agriculture and Environment during peak periods or emergency situations when there are written requests, in the spirit of accompanying the city in waste treatment.

Previously, from December 1, Da Phuoc landfill only received garbage from 6pm to 6am every day.

The Department of Agriculture and Environment has issued a document reporting to the Ho Chi Minh City People's Committee about the risk of HCMC being at a standstill due to the inability to collect all of it within the day due to changes in receipt time as well as the city's ban on vehicles, making it difficult to transport waste.
