The component project for investment in construction of traffic works, part of the Hoa Binh - Moc Chau expressway construction investment project, the section in Son La province was approved under Decision No. 1999/QD-UBND dated September 24, 2024 of the People's Committee of Son La province.
The project has a total investment of VND 4,445 billion from the central budget and the Son La provincial budget, building a highway with a length of 33.32km, starting at Km53 (old Chieng Yen commune, old Van Ho district) and ending at Km85+300 (old Phieng Luong commune, old Moc Chau district), intersecting with National Highway 43.
On May 18, 2025, the investment project to build the Hoa Binh - Moc Chau expressway, the section passing through Son La province, was started. The project implementation period is from 2025 to 2028.
According to the reporter's investigation at the National Bidding Network System, on July 18, the Traffic Construction Investment Project Management Board announced a bidding invitation (2nd time). Package No. 26: Construction of Km53 - Km63+500 with a price of more than 1,303 billion VND.
According to the project documents, with the section Km53 - Km63+500, there is a route from the starting point of the project (Km53+00), following Mek stream through Suoi Mek village, Phieng Cha village, Chieng Yen commune, the old Van Ho district (now Van Ho commune), continuing along the mountain slope, along the current trail, to the old Muong Men commune (now Van Ho commune) the route turns left along the left side of Tan stream and intersects with the production road at the end of the section at Km63+500.
On the route, there are 2 interconnecting intersections: Chieng Yen Interconnecting Intersection (Km53+600) and Muong Men Interconnecting Intersection (Km62+770). The section has a design to build 2 new underpasses for people at the location of the expressway intersecting with the locality at Km58+161 and at Km62+762.

Along with that, the above 10.5km section has a total of 10 bridges. Of which, 7 bridges on the main route are: Suoi Pha Bridge at Km54+165.92; Chieng Yen 1 Bridge at Km55+738.60; Chieng Yen 2 Bridge at Km56+687.44; Chieng Yen 3 Bridge at Km57+071.27; Suoi Cang Bridge at Km60+283.50; Muong Men 1 Bridge at Km62+153.67; Muong Men 2 Bridge at Km62+355.
The remaining 3 cross-over bridges and intersections are: N1 branch bridge at IC4 intersection Km0+436.61; N2 branch bridge Over IC4 intersection at Km0+250; Chieng Yen bridge at Km53+630.70.
Regarding the implementation progress, the maximum completion time is 30 months.
According to the reporter's investigation, before Package No. 26, the Traffic Construction Investment Project Management Board also implemented 2 construction packages, specifically:
Package No. 27: Construction of the Km63+500 - Km74+500 project with a price of more than 1,365 billion VND, so far there have been no results of contractor selection.
Package No. 28: Construction of the project Km74+500 - Km85+300, up to now, there have been results of contractor selection, the winning bid price is nearly 1,211 billion VND.
