The 796 billion VND railway bridge project in Bac Ninh is behind schedule

Bac Ninh - The Provincial People's Committee has just issued an official dispatch on urgently completing site clearance (GPMB) and handing over the construction of the Cam Ly railway bridge project.

The People's Committee of Bac Ninh province received a telegram dated December 2, 2025 from the Ministry of Construction on accelerating the progress of compensation, support, and resettlement for the Cam Ly Km24+134 Railway Bridge Project, the Ap - Ha Long railway line; Vice Chairman of the People's Committee of Bac Ninh province Phan The Tuan directed as follows:

Up to now, the progress of site clearance compensation for the project is 2 months behind the requirements and instructions of the Chairman of the Provincial People's Committee. Request the Luc Nam Land Fund Development Center Branch, the People's Committees of Bac Lung, Cam Ly, and Luc Nam communes to seriously implement the instructions of the Chairman of the Provincial People's Committee; urgently, focusing, and resolutely coordinate the implementation, completing the remaining site clearance, arranging resettlement for affected households according to regulations and relocating technical infrastructure works to hand over the entire site to the construction unit no later than December 10, 2025.

Assign the Department of Home Affairs to monitor the results, advise the Chairman of the Provincial People's Committee to consider responsibilities, organize public service inspections of relevant organizations and individuals if they continue to be behind schedule as required.

The provincial agencies and units will further strengthen coordination with the Railway Project Management Board to promptly discuss and agree on solutions to resolve difficulties and obstacles in the implementation process, ensuring project progress as required.

Request the Railway Project Management Board to strengthen management and direct contractors to focus on and speed up the progress of the locations where the site has been handed over; at the same time, coordinate with localities to promptly occupy the site, quickly organize construction of construction items at locations with sensitive factors, avoid people re- encroaching, obstructing and preventing construction.

Previously, in early September, at the actual inspection of the project, the Chairman of the People's Committee of Bac Ninh province requested that the general spirit for the Cam Ly Km24+134 Railway Bridge Project, the Kep - Ha Long railway line, must be completed and put into operation and use no later than January 2026.

Therefore, the People's Committee of Cam Ly and Bac Lung communes is required to urgently complete the remaining site volume and hand it over to the investor before September 3, 2025.

Chairman of the People's Committee of Bac Lung commune, Cam Ly is responsible to the Chairman of the Provincial People's Committee if there is a delay in progress.

It is known that the Cam Ly railway bridge project Km24+134 of the Ap - Ha Long railway line was approved in April 2024 with a total investment of 796.57 billion VND, invested by the Railway Project Management Board (Ministry of Construction).

The old Cam Ly Bridge across the Luc Nam River, built in 1979, is 272.4m long, including 4 steel spans, each span is 64.6m long.

This is the only bridge in the country that is still used for both trains and cars on the same side of the bridge. The bridge is currently degraded and seriously overloaded.
