In 2015, Hanoi started a project to improve the drainage system in the western area of Hanoi (Yen Nghia drainage pumping station).
The project aims to help drain more than 6,000 hectares of agricultural land, supporting drainage in Ha Dong district, Hoai Duc district, Dan Phuong district and part of Nam Tu Liem district.
The project has a total investment of more than 7,000 billion VND, invested by the Hanoi Department of Agriculture and Rural Development, with two main items: Yen Nghia Pumping Station and the hardening of the entire La Khe canal.
After 5 years of construction, in January 2020, Yen Nghia Pumping Station was completed, with 10 units, with a capacity of 120m3/second.
Since its completion, Yen Nghia Pumping Station has never operated at its full capacity of 120m3/s. During the days when Hanoi was flooded after Typhoon Yagi, Yen Nghia Pumping Station operated at maximum 7/10 units.
These days, although the rivers and lakes in Hanoi are full of water, Yen Nghia Pumping Station is still "thirsty". Only 3-4 units of the pump are in operation and the water channel leading to the pumping station is exhausted.
The reason for this situation is that the project of hardening the entire La Khe canal (which carries water from the Nhue River to the pumping station) has not been completed due to problems in site clearance.
Therefore, although Yen Nghia Pumping Station is put into use, the western area of Hanoi suffers from flooding every time it rains heavily.
According to the report of the People's Committee of Ha Dong district, up to now, the La Khe canal project still has more than 150 households that have not handed over the land, with a total area of about 0.6 hectares.
These households are scattered along the canal, in wards such as Quang Trung, Ha Cau, Yet Kieu, Duong Noi, and La Khe.
Recently, Ha Dong district has answered people's questions, explained compensation policies, resettlement support, and mobilized households to comply with land acquisition decisions.
However, many cases still do not comply. Therefore, the district has established records and forcibly recovered land according to regulations.
Ha Dong District aims to complete site clearance work in 2024 and complete the hardening of the entire La Khe canal by the end of 2025.
