On October 5, speaking with Lao Dong Newspaper reporter, Mr. Nguyen Tien Viet - Director of Luong Son District Construction Investment Project Management Board - said that the unit has just announced the results of selecting a contractor to implement the package "Construction of works under the Project to Overcome the consequences of natural disasters and landslides on Bui River, from the underground cement factory to Dong Chui bridge, Tan Vinh commune, Luong Son district".
This is also the bid package with the largest value in the total investment capital of 140 billion VND of the entire project.
The winning bidder is the joint venture of My Phong Investment and Construction Trading Company Limited - Song Da Construction and Trading Joint Stock Company. The winning bid price is nearly 88 billion VND (package price 90.085 billion VND); contract implementation period is 180 days, lump sum contract.
The above bidding package uses the 2023 central budget reserve and the Luong Son district budget, is bid online, and closes on August 26, 2024 with 2 contractors submitting bidding documents. Of which, Vietnam Construction and Installation Corporation was eliminated in the evaluation step of capacity and experience due to not meeting the requirements for construction equipment.
According to Mr. Viet, the unit is preparing to sign a contract with the winning contractor consortium. The investor has requested the contractor to start construction immediately after signing the contract and complete the project soon due to the urgency of the project.
Previously, in August 2024, Lao Dong Newspaper published an article "The flood season is almost over but the contractor for the landslide prevention project has not been found yet" reflecting on the fact that the flood season is almost over but the People's Committee of Luong Son district is still struggling to find a contractor for the project to overcome the consequences of natural disasters and landslides.
At that time, according to a report from the Department of Planning and Investment of Hoa Binh province, in 2024, this locality had 7 projects belonging to 4 investors that were allocated capital plans from the central budget reserve fund in 2023 to support overcoming the consequences of natural disasters and landslides. The total capital allocated was 130 billion VND.
However, by mid-August, the disbursed capital reached only 6% of the plan. Of which, the Project to Overcome the Consequences of Natural Disasters and Landslides on the Bui River, from the underground cement factory to Dong Chui Bridge, Tan Vinh Commune, Luong Son District (invested by the People's Committee of Luong Son District) is the project with the largest capital proportion (105 billion VND) but has not yet disbursed any VND.
