Suffering from environmental pollution due to project delays
The project to build the Ring Road 2.5 section Dam Hong - National Highway 1A (Hoang Mai District, Hanoi) started in 2014 under the form of a BT (build - transfer) contract, with a length of 2.06km and a total investment of more than 1,300 billion VND. Expected to be completed after three years (2017), but after more than a decade, the project is still unfinished.

After completing about 40% of the volume, the project has been temporarily suspended since 2020 due to the delay in contract extension and the adjusted feasibility study report has not been approved.
Actual records on April 21 show that many sections of the road have become places for dumping waste and gathering construction materials. The area adjacent to the Red Dam is often dusty and polluted, seriously affecting people's lives.



Mr. Vu Van Tung (Khuong Dinh ward) shared: "People here have lived miserably for many years because the project is abandoned. The road is dusty, with garbage piled up, no one dares to open the door".
Regarding this project, on February 24, 2025, the Hanoi People's Committee issued Decision 902/QD-UBND, authorizing the City Traffic Construction Investment Project Management Board to sign a BT contract appendix with the investor.
A representative of Hoang Ha Construction Company Limited affirmed that human resources and equipment are ready, and construction is expected to be implemented immediately after signing the appendix, ensuring synchronization with the progress of the Kim Dong - Giai Phong underpass project, aiming to complete in the fourth quarter of 2025.
However, up to now, the construction site is still in a state of disarray, with no signs of construction. One of the main reasons for the project's delay is due to problems in site clearance (GPMB).


Remove the bottleneck
Mr. Hoang Tung, Vice Chairman of Khuong Dinh Ward People's Committee, said that the project passes through the area with 263 households subject to land acquisition. Determining the origin of land is difficult, many mechanisms and policies have changed over time.
The Standing Committee of Thanh Xuan District People's Council organized a thematic meeting with voters to resolve the problem. Many voters expressed their willingness to hand over the site if they were supported with land origin confirmation and had a reasonable compensation and resettlement plan. For disadvantaged households, people hope to be arranged new housing with equivalent or better conditions.


According to Thanh Xuan District People's Committee, up to now, the inventory of land and assets on the land has been completed with 704 cases. Chairman of the District People's Council Nguyen Minh Tien requested relevant wards to strengthen land management, handle violations within the GPMB boundary and promptly develop compensation and support plans according to regulations.


People in Thanh Xuan District hope that, with drastic actions from the government and the coordination of the people, the Ring Road 2.5 will soon be completed, contributing to reducing congestion and connecting the capital's transport infrastructure.
