muddy roads, making it difficult for people to travel
After a long period of flooding in October 2025, the DH.86 road section through Tan Lap commune (Quang Tri province) was severely deformed, many sections sank deeply, and were as mushy as plow fields, making it extremely difficult for people to travel.

Ms. Ho Thi Ped (born in 1991, Cheng village, Tan Lap commune) said: "Every day when going to work through this muddy road, motorbikes are covered in red mud. One day when I returned to the market, I had to stop and put my bags down, drive through the place of the thunder and then return to get my things. There were times when I fell several times in a row. I hope the State will soon repair the road so that it is too much to travel."
According to Ms. Phet, the road from National Highway 9 through Tan Huu village was previously paved with flat asphalt, but after the wind power project transported equipment by heavy trucks, the road surface was damaged, and the water became potholes. The section through Cheng village is currently seriously degraded, and is muddy when it rains.

Mr. Ho A Thong - Head of Cheng village said that this road is not only a residential road but also the main method of transporting agricultural products for people. " Cheng village is 100% of the Van Kieu ethnic group, life is difficult, now the road is damaged for a long time. We have repeatedly petitioned wind power projects and the government to support the repair, but so far it has not been resolved" - Mr. Thong said.
Project stuck due to withdrawal of capital
According to research, in March 2023, the People's Council of Quang Tri province passed a Resolution approving the investment policy for the project to upgrade and expand the Tan Lien - Thuan route (DH.86), 3.6km long. The project has a total investment of 30 billion VND, of which the provincial budget is 12 billion VND and 18 billion VND contributed voluntarily by two wind power enterprises, including Khe Sanh Wind Power Joint Stock Company (abbreviated as Khe Sanh Wind Power Company) and Tai Tam Quang Tri Energy Investment Company Limited (abbreviated as Tai Tam Quang Tri Company).
Before approving the resolution, in August 2022, the two enterprises had issued a document proposing to build and renovate the DH.86 route and committed to contribute a total of 18 billion VND, with the reason that this is a residential route, while also serving the operation and maintenance of 2 wind power projects.

However, after the resolution was passed, the project investor was compensating for site clearance, only Khe Sanh Wind Power Company transferred 2 billion VND, while Tai Tam Quang Tri Company withdrew from the project with the reason of sharing the route connecting the two wind power plants, which poses a high risk in repair and fire prevention and fighting. This withdrawal has caused the project to fall into a state of lack of capital and cannot be implemented as planned.
In that situation, the People's Committee of Quang Tri province has assigned the Department of Finance to review the dossier, agreements and commitments of wind power investors, and clarify the causes and responsibilities of relevant parties, propose feasible solutions to ensure the implementation of the approved policy.
On November 7, the Department of Finance of Quang Tri province held a meeting to discuss the project implementation. Here, Khe Sanh Wind Power Company committed to contribute 9 billion VND, while Tai Tam Quang Tri Company still reserved the decision to withdraw capital.

According to the Project Management Board, Land Fund Development and Khe Sanh Industrial Cluster, the failure of Tai Tam Quang Tri Company to pay 9 billion VND as committed caused difficulties for the project. The unit has proposed that the Provincial People's Committee and relevant departments and branches consider supporting and at the same time proposing to extend the implementation period from 2023 - 2025 to 2023 - 2027 to have more time to arrange capital and clear the site.
Not only turning away from the above commitment, in May 2021, Tai Tam Quang Tri Company also committed to building a new bridge in Van Ri village (Khe Sanh commune, Quang Tri province), but when the wind power project was completed and put into operation, the bridge had not yet been built, so the enterprise left a temporary bridge section that obstructed the flow, causing serious flooding, causing frustration among local people and authorities.
