This information was shared by Mr. Nguyen Ha Nam, Director of the Da Nang Department of Construction at the press conference to inform about the socio-economic situation in the first quarter held on the morning of April 11.
According to the Director of the Department of Construction, currently, the sea encroachment project is still in the beginning stage, focusing on proposing ideas, studying capabilities and having no specific assessment of environmental, economic and social impacts. The Department of Construction of Da Nang is tasked with presiding over the specialized research on projects, including marine environmental impact assessment, geological survey, construction technical research, appropriate materials selection and other related issues.
The goal of the sea encroachment project is not only to create land funds for free urban areas but also to expand economic development space for the city. The Free Trade Zone is only a part of the overall plan. Da Nang also plans to develop high-quality tourism projects, international commercial, cultural and financial centers in the coastal area.
According to Mr. Nam, whether or not to continue implementing the sea encroachment project will depend on the results of research, surveys and assessments by the Department of Construction, and will then be reported to competent authorities for consideration and decision.
Earlier, at the end of 2024, the People's Committee of Da Nang City sent a report to the Ministry of Planning and Investment (currently consolidated with the Ministry of Finance) to evaluate the Scheme on the establishment of free EPZs before submitting to the Prime Minister for approval. Under the project, free KTM will include about 300 hectares of sea encroachment. However, the specific location of the sea encroachment area has not been officially announced. The city said it is conducting comprehensive research and evaluation to determine the orientation and roadmap for construction investment.
Mr. Tran Chi Cuong, Vice Chairman of the People's Committee of Da Nang City, also provided more information about the free urban area project in Da Nang. According to Mr. Cuong, Da Nang is the first locality in the country to be selected to pilot the free-range urban area model for 5 years, according to Resolution 136 of the National Assembly. The pilot results in Da Nang will be used to perfect mechanisms and policies and replicate this model to other localities such as Ba Ria - Vung Tau, Hai Phong and Ho Chi Minh City.
Regarding the sea encroachment plan, Mr. Cuong said that this is one of the options being considered to create more development space for the free trade zone. However, sea encroachment will not be carried out in the 5-year pilot phase but will be studied and considered after 2035 or 2040, when Da Nang meets the requirements for science and technology and other factors.
