Hanoi - The city plans to limit the number of commune-level positions to no more than 40 cadres and civil servants after implementing the arrangement of administrative units.

Hanoi plans to reduce from 526 communes and wards to 126 communes and wards after implementing the arrangement of commune-level administrative units.

Based on the Central Government's orientation, Hanoi will propose a model of organizing local government at the provincial level to remain the same as at present and according to the provisions of the Capital Law 2024.

For grassroots local government organizations, Hanoi proposes that grassroots People's Councils have a Chairman of the People's Council ( part-time) and a Vice Chairman of the People's Council ( full-time). The People's Council at the grassroots level has 2 committees: the Legal Committee and the Socio-Economic Committee, each of which has a department head ( part-time), 1 deputy department head (professional).

Regarding the agency of the People's Committee of the grassroots level, Hanoi proposes to have the Chairman of the People's Committee (full -time) and 2 Vice Chairmen (of which 1 vice president and position of the Chief of the People's Council Office and the People's Committee and 1 Vice Chairman concurrently the Director of the Center for Public Administration Serving).

The agency of the People's Committee at the grassroots level has 4 specialized departments including the People's Council and People's Committee Office; Economic Department (for communes), Economic, Infrastructure and Urban Affairs Department (for wards); Department of Culture - Social Affairs; Public Administration Service Center.

Hanoi is piloting the model of a centralized Public Administration Service Center, so the city will propose the Central Government to consider organizing an additional specialized department under the new grassroots People's Committee.

Regarding staffing, Hanoi plans to limit the number of commune-level staff to no more than 40 cadres and civil servants, focusing on civil servants directly in charge of the fields of Party building work, work of the Vietnam Fatherland Front and socio-political organizations, and government work.

In addition to the staffing quota assigned by the Central Government to grassroots administrative units, the city will propose that the Central Government allow the arrangement of an additional coefficient k (from 1.5 to 2 times) calculated according to the population size and socio-economic characteristics of Hanoi.

The organization and operation of the Military Command in the new commune-level administrative unit after the reorganization will be implemented according to the instructions of the Ministry of National Defense.

Roadmap for implementing the arrangement of grassroots administrative units in Hanoi:

Districts, towns and cities will organize to collect public opinions (according to the instructions of the City People's Committee) before April 22.

Districts, towns and cities shall direct the organization of meetings of People's Councils at the commune and district levels to approve the Resolution approving the policy of arranging administrative units at the grassroots level, to be completed before April 26.

Based on the results of the people's opinion and the grassroots and district People's Councils; The Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee and the City Party Executive Committee approved the policy before April 28.

The City People's Committee completes the dossier of the Project to submit to the City People's Council to issue a Resolution approving the policy of reorganizing commune-level administrative units on April 29.

The City People's Committee completes the Project dossier to report to the Government before May 1.
