Thanh Hoa voters reflected that currently, the eastern bypass of Thanh Hoa city from the National Highway 47 overpass (Le Lai street) to the end of Quang Thanh ward has a degraded road surface.
This section of the road has many landslides, the road surface has ditches, the lighting system is not lit at night, causing danger to traffic participants.
Voters requested the Ministry of Transport to repair the road surface and light up the high-voltage power system of this route.
Regarding the repair of the road surface and traffic safety system on the eastern bypass of Thanh Hoa city, the Ministry of Transport said as follows:
The Eastern bypass of Thanh Hoa city belongs to the Investment Project to build National Highway 1, Thanh Hoa city bypass section from (Km322+100 - Km330+200/National Highway 1).
The project is under the form of a BOT contract implemented by Thanh Hoa bypass BOT Joint Stock Company.
The project has stopped collecting tolls since August 10, 2017.
Since stopping toll collection, BOT Investors have not carried out maintenance and repair work on the route, leading to damaged road surfaces and rutted wheel covers, posing a potential risk to traffic safety and causing social frustration.
To ensure traffic safety, on June 13, 2023, the Vietnam Road Administration assigned Road Management Area II to mobilize human and material resources, select unsafe items such as repairing road surfaces, adding a traffic safety system, repairing bridge expansion joints on the route to ensure traffic safety for the eastern bypass section.
Currently, the Vietnam Road Administration has received assets from the National Highway 1 construction investment project, the Thanh Hoa city bypass section, but has not completed the procedures for public ownership.
The Ministry of Transport has assigned the Vietnam Road Administration to fully perform the tasks of the competent authority prescribed in Circular 52/2022/TT-BGTVT dated December 30, 2022 of the Ministry of Transport.
This Circular stipulates the performance of the functions and tasks of competent authorities, agencies signing and implementing investment project contracts under the public-private partnership method managed by the Ministry of Transport.
The unit also decided to organize surprise repairs according to decentralization, ensuring safety during the operation of the National Highway 1A Construction Investment Project, Thanh Hoa City bypass section (Eastern bypass) according to regulations.
Regarding the lighting of the high-voltage power system on the eastern bypass of Thanh Hoa city:
The Vietnam Road Administration has proposed that the locality receive lighting and trees on the Eastern bypass for management and use.
The People's Committee of Thanh Hoa province has agreed on the policy of receiving the lighting system and trees for the Eastern bypass.
The Provincial People's Committee proposed that "before handing over to the locality for receipt, it is recommended that the above lighting and tree items be repaired in accordance with the approved design documents, ensuring quality and performance".
Currently, the lighting system is damaged, not operated and exploited for many years, the Ministry of Transport is completing procedures for public ownership of the project to repair the lighting system, hand it over to the locality for management, operation and exploitation according to regulations.
To resolve issues arising in the process of implementing BOT contracts and implementing the Prime Minister's direction, the Ministry of Transport has reported to the Government Standing Committee on handling difficulties and problems in a number of transport BOT projects. The investment project to build National Highway 1, Thanh Hoa City bypass section, is one of them.
Currently, the Ministry of Transport has directed the Vietnam Expressway Administration to complete the Project to resolve difficulties and problems for a number of transport BOT projects to complete the Project, submit to the Government and report to the Politburo and the National Assembly in the upcoming session.
